Historical Evolution And Financial Support Of The Social Security System For The Disabled In China

The disabled is a special vulnerable groups, and their survival and development are often far from the public view. The eighteen Party Congress to build a well-off society in 2020. If there is no well-off of the disabled, that is not the true sense of the well-off society in an all-round way. Therefore, establishing social security system for the disabled is the proper meaning of social justice,and is necessary to achieve universal sharing of reform and opening up the fruits of development which has important practical significance.Since the founding of new China, the cause of the disabled in China has made remarkable achievements under the correct leadership of the party and government, and it has entered a period of rapid development after the reform and opening up. However, the cause of the disabled in China in terms of rehabilitation, education, employment and participation in social life exists many problems especially in the disabled social security financial support mechanism, compared with western developed countries there are many reference and perfected. Throughout the world, the social security system, whether it is organized by the government, or in the form of state guarantees through social held, the government should bear direct responsibility as the first responsible person, so government finance of social security undertakings support is the sustainable and healthy development of the key factors. Currently most of the experts and scholars focus more on the macro level of disabled social security system construction and concrete measures. There is still a lack of research about financial support of the disabled social security.On the one hand, this paper investigates the vicissitude process of China's disabled social security system from the perspective of historical development divided into three stages which beginning of the built and stagnation, recovery and rapid development, sound perfect. And this paper summarizes the achievements and existing problems in the social security system of the disabled in China to explore the inner laws and historical experience. On the other hand, based on the development experience of domestic and foreign social security for the disabled and the survey data of Fujian Province,this paper put forward to the mechanism of the construction of the overall goals and ideas, basic principle, basic framework and optimized matching scheme of policy recommendations social security financial support for the disabled in China which around the rights to survival and development of disabled.
