Evaluation On Performance Of Social Security System For The Disabled In China

The disabled is a kind of social group with special difficulties that consists of people with body impairment and dysfunction. Internationally, paying attention to social security for the disabled has not only become the foundational content of cause development of the disabled, but it is also regarded as an important symbol of economic development and civilization progress in a region or a country. It is just very natural for paying attention to the development of social security cause to play a role as a basic index to measure the degree of social justice and civilization progress, just when the economy in China has continuously grew rapidly in the past 30 years and become a member of the medium income countries, with a great background that the nation is putting a great effort to establish and extend the social security system for urban and rural residents.Therefore, to develop the cause of the disabled is the objective requirement of time development and civilization progress in China,so establishing a perfect social security system for the disabled occupies a special position in the entire establishment of social security system without any doubt.However, with the development of economy as well as society,the overall level of the social security for the disabled is too low to satisfy the increasing security need.In the beginning of constructing a harmonious society,it is of great theorectical and practical significance to examine the matter of social security for the diabled carefully, take the experience abroad for reference, establish a comparatively perfect social security system for the disabled gradually, and secure their rights and interests of both foudamental life and social development.Social security for the disabled is a kind of system arrangement according to which ,a country and the whole society treat the disabled with material assistance and public service in order to secure their basic life.Social security is usually divided into five aspects containing employment security, life security,educational security, medical recovery security and service security in the work field of the disabled.On the basis of social security theories of the disabled and comparative analysis on social security system for the disabled in domestic and abroad,this article has established an evaluation system, thus to carry on evaluation on the exsiting social security system for the disabled in China from the perspectives of employment security, life security, educational security, medical recovery security and service security.Finally,based on the evaluation, model of social security system for the disabled in China has been constructed, in the meanwhile,related countermeasures and suggestion have been put forward.1. A systematical elaboration of basic theories related has been carried on.First, the content of the disabled has been put forward from the definition and classification of the disabled people.Secondly, theories of social security have aslo been described from its characteristics, pattern, function, content as well as the formulation principle of social security systems. Finally, specific analysis has been carried on content, characteristics, pattern.basic theories of social security for the disabled and relationships which need to be handled properly.This part provides theory foundation for the following chapters.2. Analysis on history and the present situation of social security systems for the disabled in our country. This part takes development of social security systems in our country as a start, reviews social security for the disabled in social security systems' foundation stage, setback stage,restoration and development stage, as well as reform and reconstruction stage .With the continuous development of economy, technology and society, both legal policies and content of social security for the disabled have become better in our country. Based on this, from the views of social security contents including employment security, basic living security, medical and recovery security, education security as well as service security, we analyse the realistic condition of social security for the disabled in our country, explore problems exist in social security, making foundation for the countermeasure and suggestions of further improvement of social security systems for the disabled.3.Comparation of social security systems for the disabled in Western countries. Security systems in Western countries have a history more than 100 years,and its social security systems for the disabled has been basically perfect to some extent , but each country has its unique merit. In this part ,we take social security systems in America, British, Germany, Sweden and Japan as the object to study, then on basis of the introduction of overall situation of social security systems in various countries, we make further analysis on the the unique content, especially advanced experiences in medical security, employment security,education security, basic living security, retirement security, non-barrier security ,and we carry on the thorough analysis from social security income and expenditure of the disabled, then provide some enlightenment for improving social security systems for the disabled in our country.4. Establishment of evaluating indicator system of social security system performance for the disabled person. First, on the basis of study on conception of performance,evaluation,as well as performance evaluation,we put forward clearly on the definitions of performance, performance evaluation ,and indicator system of social security system for the disabled. Secondly, we elaborate principle of constructing evaluating indicator system,under which we carries on the design of evaluating indicator system. According to different standards, such evaluating indicators can be divided into indicators of input and output,objective and subjective as well as of balance and benefit.There are many methods availble when choosing specific indicators for performance evaluation of social security for the disabled.We adopt unification of target method and content method to select forty-five evaluating indicators including living environment condition,employment condition, living condition, recovery condition ,education condition as well as service condition to consist performance evaluating indicator system.Finally, after comparing various methods,we select pricipal component analysis to process data5. On the basis of indicator system established before,we analyse from different kinds of contents of social security for the disabled including living environment, employment security, social security, recovery security, education security as well as serve security and so on to make comparative analysis on overall performance of social security for the disabled in our country and those in autonomous regions of 31 provinces and cities (namely administrative divisions in this paper) ,we believe that there exists great imbalance in the development of social security for the disabled in various administrative divisions.Therefore, a kind of nationwide study mechanism should be established to spread policy measures of administrative divisions with better performance to the ones with lower performance even to make it nationwide,so as to enable the coordinated development of social security for the disabled,thus to enhance level of social security for the disabled in our country.6. Suggestions for improve social security system for the disabled in our country.This article has given corresponding suggestions from dominant position of governments in social security of the disabled, construction of social security system of the disabled, employment, education as well as medical and recovery securities for the disabled ,and we propose the following aspects to promote social security systems for the disabled in China: Strengthen the dominant position of governments, improve systems related, establish persistent effect mechanism for the disabled to get employed,construct community service systems that resources can be shared by the disabled,enhance education security for the disabled ,pay great attention to the coordination of various subsystems in social security system, and establish study mechanism in the social security regions for the disabled .Offering suggestions and ideas to improve social security system for the disabled in our country,thus to provide concrete operation strategies to enhance social security performance for the disabled in our country .
