The modernization process in China started about a century late than developedcountries. As a late-outside-driven country, the modernization process since theestablishment of new China was mainly driven by the enforcement of government.When time came to1980s, the modernization format constructed by the governmentwas doubted and criticized. Then, in order to develop political democracy, balance theshortcoming of state-planed economy, satisfy the spiritual needs of culture and religion,scholars and government began to change their ideas, and top-down model political,economic, and social system reform were developed. This kind of system reformprovided much nutrition to the development of civilized society in China, which becamea key force driving the modernization process in China. This paper holds that thedevelopment of civilized society should follow the objective principles of human history.The essence of civilized society lies in the production relation under certain productionforce, in which some historical certainty exists. In terms of politics, economics, andsociety, the renaissance of civilized society in modern days meets the functional needsof social development, which is also a common characteristic of all countriesdeveloping civilized society. However, there are different characteristics as well becauseof different national conditions.China is a socialist country at an initial stage with its own social nature andtransitional characteristics. Therefore, the civilized society in China varies from that ofwestern countries. The history of western civilized society embodies the development ofcivilized society itself, the practice of government management on civilized society, andthe evolution of government theories. Based on the summary, analysis, and introductionof the theory and practice of government management on civilized society in west, theresearch on the law of civilized society, and the observation of the relation between Chinese government and civilized society, this paper points out that there should be acivilized society with Chinese characteristics, combining common principles andnational characters and constructing China’s own government theory and practice.Inevitably, the effect of recognition on practice is a double-edged sword. The socialpractice without scientific theoretical guidance is blind and disastrous. Therefore, thepaper holds that the government without right recognition is lack of self-consciousness.The government shall be with self-consciousness, contributing to the human freedom,recognizing and comprehending the general principles of society and government.Under the positive interaction of between government and society, the government usesscientific governance approaches to organize social public issues, supporting thecomprehensive, healthy, and sustainable social development. The paper examines thedifferent development stages of civilized society in China, analyzes its counterpartgovernment act characteristics, reveals the Chinese civilized society features and itsproblems in terms of government management on civilized society, such as doublemanagement, legislation, and concludes that the Chinese government shall activelycultivate its subjective force, recognize the common principles of social developmentand the Chinese national and social conditions, from the perspectives of the theoreticalcognition and the practical field, introduces, supports, and supervises the positivedevelopment of civilized society in China, expedites the modernization process, andfinally realizes the comprehensive development of human freedom.
