Countermeasure Research On Scientific Cultivation Of Social Organization By Government

It has been widely recognized that "Party committee leadership, government responsibility, social coordination, public participation in the social management pattern"is the social management pattern. The key is social collaboration and public participation.Because the party committee leadership, government responsibility is increasingly clear, while society organizations is facing many growth difficulties, and also fall far short of the reality need of the reform and opening up.However, different from economic organizations, social organizations is difficult to grow up under the market mechanism spontaneously, the government "helped launched to send a process of the cultivation process" is indispensable. Thus the government fostering the social organizations is both heory and practical logic. From another perspective, the contemporary governance itself means service-oriented governance, market-oriented, which requires broad participation of the social organization.Community social organization is grassroots construction of social organization, and the cultivation of community social organizations has more practical significance. Therefore, the cultivation of community social organization, the smaller pond of the nurturing of community social organization, is an observation point. In recent years, various regions made a positive and useful exploration in the cultivation of community social organization, this paper will focus on three modes, they are:hub of social organization in Beijing, community-based social organization of the commonwealth in Sichuan, integrated family service center in Guangzhou. This pape will also focuses on the three-dimensional cultivation mode of the the Nantong Chongchuan Community social organization on on the basis of comparing previous three models,including functional analysis, problem analysis, as well as other modes.On these analyzes, the paper will give suggestions on government nurturing society organizations,which contains:Efforts to play a good party building the core of leadership functions, efforts to increase the government’s full range of effective support, efforts to strengthen the social organization of orderly self-discipline and strive to achieve the normal supervision of the social organization.
