A Comparative Study On The Public Crisis Management Models Of Metropolis Governments In China And The United States

With the deepening of urbanization in China,the urban public crisis has an increasing influence on urban development and urban residents' life.It has become more and more important to strengthen the management of public crisis in urban government,especially the metropolis.It is of great significance to construct and perfect the public crisis management mode of the government of the special large cities,which is of great significance to China's urban construction,social governance and the overall development of the country.This article will use literature research,comparative research and analysis of giant cities of China and the United States government public crisis management model a comparative study on the subject,the key to the two giant cities of New York and Shanghai,China government public crisis management model and the comparison of the actual situation in the comparative analysis of the reference to learn as much as possible,and is beneficial to build and perfect the Chinese giant cities some Suggestions of the government public crisis management model.This paper consists of six parts.The first part is the introduction,including the background of the research question,research significance,literature review,research methods and content summarization,the desirability of research and the deficiencies.The second part is to oversize the basic theory of city government public crisis management model analysis,clarify metropolis,oversize concept of the urban public crisis and its management mode,and introduced in this paper,we study the use of the related basic theory;The third part is about the characteristics of the giant cities of China and the United States government public crisis management model to do a detailed analysis,respectively,in Shanghai and New York City government public crisis management pattern and practice cases,understanding the construction of government public crisis management model of the oversize and practice of the status quo;The fourth part will be a comparative analysis of the public crisis management mode of the major cities of China and the United States,focusing on four aspects: law,organization,response and technology.And further analysis of the four aspects of China's metropolis main problems of government public crisis management model,and refine the oversize city government public crisis management model to build on the experience;The fifth part discusses the four aspects of constructing and perfecting the public crisis management mode of the special large city government.The sixth part is the conclusion and outlook of this paper.
