| Corruption is a social and historical phenomenon and an important political theme faced by worldwide countries. At present, the world anti-corruption situation is still grim, anti-corruption become arduous task facing different countries. Over the years, China has consistently stressed the fight against corruption, to take various measures to tackle corruption, but corruption still not been fundamentally curbed. Therefore, from the study of anti-corruption institutional level is an important issue not only to curb corruption, but also to promote clean government a strategic task.So, we should turn the construction thoughts of anti-corruption from formulating the single laws and regulations to institutional construction and innovation, which would become the new heights of anti-corruption. It has important theoretical value and practical significance in constructing "a content of scientific, rigorous procedures, complete, effective and useful anti-corruption institutional systems"In this paper, it applies such manners as historical research, cross-disciplinary research, positive analysis, macroscopic and microscopic methods. Based on the above methods, the author makes an analysis and research of the construction of struggles against corruption and encourages honesty of China as the whole. Those studies propose a new framework for the anti-corruption system:First, the anti-corruption system innovation basic idea; Second, the main contents of system innovation; Third, scientific operation mechanism and long-term implementation mechanism of the system.Text and conclusion of this paper is unfolded around this framework.Chapter1:The introduction gives an interpretation of the backgrounds, the meanings, the methods and values of this article. The difficulties and the innovations have also been implemented in the paper.Chapter2:The basic theories of corruption and managing corruption. This chapter mainly inspected the international and domestic research findings about the concept of "corruption". From the viewpoint of politics, we define the "corruption" as an abuse act of public power by officials for the sake of illegal interests, that is "power corrupts". This part combs the reasons of corruption and the theory of governance and proposes the roots of corruption theory are modernization theory, rent-seeking theory, principal-agency theory and reciprocal determinism; Anti-corruption strategy-system theory and mechanism design theory are the theory of managing corruption.Chapter3:Contemporary Chinese interpretation of the phenomenon of corruption and anti-corruption. This chapter attempts to analyze the corruption of power from the performance, characteristics, and the root cause of start-induced corruption identify individual psychological factors, external environmental factors and public power factor, on this basis, summarizes the work of anti-corruption practices and their effectiveness since the reform and opening up, a research-based anti-corruption system innovation. Chapter4:constructing the anti-corruption institutional frames. From the structure, value, function of institution, under the new demands of18th national congress of CPC, we should build a new anti-corruption institutional frame which includes "Four Institutions":education institution, supervision institution, precaution institution and punishment institution. In the "Four Institutions", we should reflect long-term mechanism of education, safeguard mechanism of supervision, guarding mechanism of precaution, discipline mechanism of punishment. It would provide the guide to build "a content of scientific, rigorous procedures, complete, effective and useful anti-corruption institutional systems" step by step.The5,6,7,8, chapters are the hard core of the dissertation, which include the main context of anti-corruption institutional construction and innovation.Chapter5:the basic of anti-corruption institutional construction----construction of education system. Based on the position and function of education in current anti-corruption institutional construction, we realize the practice situations of current anti-corruption education institutional constructions, analysis the existing problems. Then we put forward the suggestions and thoughts on how to improve the education institutional constructions.Chapter6:the key of anti-corruption institutional construction----construction of supervision system. In the current anti-corruption monitoring system specifically construction work on the basis of their status and role, we analysis the basic situations and features, expose the main puzzles of current supervision system construction and put forward counter measures to improve the construction supervision system of anti-corruption ideas.Chapter7:the root of anti-corruption institutional construction----construction of precaution system. After the16th national congress of CPC, the party and state presented clearly that the corruptions must be prevented and solved at the beginning. And we had obtained significant results. The anti-corruption working has been specialism, normalization, specialization and scientization since the18th national congress of CPC. Of course, there are still some problems. In order to improve the current system of preventive construction work, We put forward preventing mechanism of interest conflicts, preventing mechanism of integrity risks, information opening mechanism.Chapter8:the emphasis of anti-corruption institutional construction----construction of punishment system. Starting from the basic national conditions, we put forward the suggestions of improving the punishment system. The country would establish the authority and independence of special department. The country should establish a system of punishment and establish a sound system of punishment, the modern rule of law:the implementation of "light punishment must be punished" for corruptionThe conclusions are the essences of this study. This paper argues that the anti-corruption system innovation ultimately be effective, or to establish long-term mechanisms for implementation and scientific operation mechanism. |
