Research On Administrative Culture Of Local Government From Ecological Perspective

Administrative culture is a content of culture, the “software” of administrationsystem. Contemporary research results indicate that administration, administrativesystem and its activity is heavily influenced by a particular environment. Therefore, toadapt to the changes of social development and push forward the revolution ofadministrative system, the emphasis can not only be the changes in the structure andfunction of government, but also the analysis on administrative culture. Only by thisway, can “software” and “hardware” match perfectly and propel revolution inadministrative system. Concluding relevant researches, administrative culture hasalways been a hot issue of public administration. These researches are from differentperspectives. Administrative ecology is a cross-discipline of ecology and publicadministration, which do researches on public administration from ecology perspective.Ecological administration and administration system influence each other. On the onehand, the feature of administration system would be determined by administrativeecology, on the other hand, administrative system would influence ecologicalenvironment.Since reform and opening, China’s ecological environment at all levels ofgovernment administration has undergone profound changes, changes in theenvironment which calls for a full range of integrated administrative system reform, toachieve administrative functions effectively, so as to realize administrative system andthe dynamic balance between the ecological environment. Since administrative cultureis an important component of administration system, therefore, establishing modernadministrative culture adapting to democracy, market and legalization gradually is acrucial mission in the reformation of administration system.Culture is total as well as regional. Therefore, administrative culture can be dividedinto total administrative culture and regional one. This is, administrative culture ishierarchical in content, which includes total administrative culture and regionalsub-culture. So research on administrative culture can not only focus on totality, but alsoits regionality. Base on it, according to the features and regularity of ecologicaladministrative environment, this paper aims to through understanding the problems inChinese administrative culture, taking ecological administrative analysis as its base, put forward the essential characteristics of administrative culture system of Chinesegovernment, and research and innovate reasonable measures in order o enhance theconstruction of administrative culture.In this paper, Chinese cultural system of local government administrationecological research-in Linyi City for a particular object of study, elaborated Linyi City,the essential characteristics of administrative culture, the basic content and its functionsand role. Objectively discusses the Chinese administrative culture formation and history,and modern Chinese administrative culture of innovation and shaping provide atheoretical basis.
