Female scientific professionals are significant resource of the national talents, and they play as a critical social resource and a social balancer, as well they are worldwide indicator to evaluate democracy level. Along with the implication of the building an innovation-oriented society and the acceleration of the process of modernization, China’s female scientific professionals demonstrated non-equilibrium problem in their development progress, that non-equilibrium in the development of economic, political, and social field, non-equilibrium of configuration in area, industry, non-equilibrium of development between sexes. In the new era, efforts to correct the unbalance and differences become the dominant target of governmental management. To reconstruct and optimize our female scientific professionals configure shows its strong theoretical and practical significance. As the sole authority of the public administration, government has responsibility to allocate female scientific professionals efficiently.Mainly guided by classic theories of Marxism and Chinese Marxism latest theoretical achievements-the value of the scientific concept of development, this thesis systematically and comprehensively explains the transformation of the system of China’s science and technology policy, as well as the performance evaluation of female scientific professionals, using the methodology of literature, comparative studies and case studies, normative research and empirical research, systems analysis and comparative analysis and the theory of systematic policy analysis of U.S. scholar RM Kroner, also benefiting from new institutionalism, gender theory, and governance theory.The preface mainly introduces the reason and significance of the research, and summarizes the history and status quo of research, the objectives, content and key issues to be solved, and describes the methodology, the basic framework and the innovations of the research thesis.The first chapter is the introductory part of the analytical framework of this article. It raises hypothesis such as resource scarcity, information asymmetry, and rational economic man assumptions. Also introduces the policy system analysis theory from the aspects like policy-making model, value analysis, factors between the ultra-rational factors to consider, the political feasibility of different cultures. Then it surveys the theories of gender. At last it introduces the theoretical basis of the intervention of science and technique policy to the allocation of female scientific professionals. This thesis raises that science and technology policy intervention may became reality because of the market failure for scientific professionals configure. Because of this, the science and technology policy and regulatory functions of government management has become integral and important part of the comprehensive development of the scientific and technological personnel, and how to objectively evaluate the performance of the implementation of the Science and Technology Policy has become the key to the development of scientific and technological personnel, then it leads to the discuss of policy system theory and systematic analysis.The second chapter discusses Chapter Three comments the significance of science and technology policy objectively to the development of female scientific professionals. In the national scope, the policy benefits of China’s science and technology policy are dominant economic benefits, social benefits, including a part of the political gains, such gains momentum presented by the Science and Technology Policy Delay, but there are hidden policy failure such as technology professionals’ low competitiveness, allocation non-equilibrium, and gender differences. The obvious the policy failure represents, the faster the science and technology policy system develops. Jointly impacted by national and provincial science and technology policies, the investments in science and technology research has increased obviously, and has cultivated a large number of research strength and innovation of science and technology personnel, their scientific and technological innovation ability has improved significantly, most of them become a dominant force in building an innovative Hubei. Meanwhile, it comes out that science and technology policy fails, allocation becomes unbalance, and structure conflicts. The article believes that important incentives for technology policy failure are strengthened non-equalization of institutional arrangements, non-updated science and technology policy reform which must be adjusted with the national economic system reform.On the basis of Chapter Two and Three, Chapter Four, which surveys female scientific professionals in science and technology, education, healthcare and agriculture fields, analyses them, focused on the policy performance and failure of science and technology policy to them. The argument of the thesis is that there in great difference between national and provincial science and technology policies, and their significances differs, the Spillover effects become evident in microscopy, less in middle scope, and least in microscopy.The fouth chapter analyses the failure reason of incentives that science and technology policy impacts on the female scientific professionals from the system and environment aspects. From the point of view of system, the main reasons are misled value orientation of the current science and technology policy planning, responsibility subject dislocation, and lack of scientific programs, female attention and participation and relevant systems supporting. The direct incentives are low efficiency implement of the subjects, positive actions of the objects, lack of implement mechanism, and delay of evaluation. While from the point of view of environment, it worsens the allocation unbalance of female scientific professionals that imbalance in the game of costs and benefits relating to science and technology policy, he utilitarian choice anomie, gender and cultural constraints, gender differences in educational resources to learn, research occupational gender segregation and family labor feminization. Instead of converting, the conflict between the demands of science and technology development and female scientific professionals is being solidified, even deepened, which fruits new leftover problems, then the female scientific professionals are left from the policy.The last chapter raises a innovative roadmap to correct the failure of science and technology policy for female scientific professionals allocation, and to construct a characteristic policy from the aspects of value orientation, political feasibility, institutional arrangements, the implementation carrier, the implementation of the conflict and adjustment, and policy ethics. In terms of the value orientation, we should adhere to social justice, to promote the comprehensive development, independent innovation, social value orientation, gender awareness, fully implement the target effect of scientific and technological personnel, especially female ones. In terms of political feasibility of policy-making, there are good manners such as consultative democracy and cooperative network governance. In terms of institutional arrangements, it demands eagerly to deal with the relationship between longitudinal and lateral Governments, as well as it between social development and gender care. The uneven development difference of opportunity and results led by gender individual choices is greater than that led by social choices among industries, and there is a trend that unfair distribution pattern of female scientific professionals is being solidified. The exploration of female scientific professionals is a huge and important social project. To explore female scientific professionals depending on their gender figures and public organizations’role is the government’s rational and real duty, which because it is the only legal authority to manage public affairs. In the future, the key of research on science and technology policy and female scientific professionals should be focused on the obscurity of science and technology policy, and selecting the long comparative dimension of female scientific professionals’ development in a complicated social network as well.
