The implementation of economic and social development plan of HeilongjiangProvince demands overcoming the development bottleneck of the traffic andrealizing the great-leap-forward development of the traffic by the means of thescientific and technical innovation. The plan is to build a well-off society andrevitalize the old industrial base. And if we want to realize the scientific andtechnical innovation of the traffic and realize the great-leap-forward developmentof the traffic, we should build a good environment of scientific and technicaldevelopment of traffic on the following respects: the mechanism of scientific andtechnical innovation of traffic, the mechanism of scientific and technical fund inputof traffic, the construction of traffic science and technology basic platform. Weshould also establish and implement positive and fruitful policies about trafficscience and technology.At present, the innovation mechanism(the mechanism must accord with thereality of Heilongjiang Province and the development rule of traffic science andtechnology) of traffic science and technology doesn't come into being. And someinstitutional factors still exist, that is hindering the development of traffic scienceand technology. The multi-channel and multi-level fund input mechanism of trafficscience and technology is also imperfect. The scientific and technical fund input oftraffic enterprises is still few. The traffic research conditions of the universities andthe research institute all over the whole province are relatively backward, and theconditions are in the midstream and downstream level in our country. Theestablishment of traffic scientific and technical policy still lags behind the fastdeveloping traffic science and technology. To solve the above-motioned problems,we should study the development environment and policy of traffic science andtechnology. And we should improve the decision level to realize scientific decision. The author derives out a series of countermeasures which could perfect thedevelopment environment of traffic science and technology by analyzing thecurrent situations of the development environment (including three respects:innovation mechanism of traffic science and technology, fund input mechanism oftraffic science and technology, building of basic platform of traffic science andtechnology) and policy of traffic science and technology, using the successfulexperience of the developed country for reference, using relevant theories. Theauthor also proposes some policy recommendations basing on the above analyzing.These measures are explained in details as follows. 1.innovation mechanism of traffic science and technology in HeilongjiangProvince The innovation mechanism of traffic science and technology in HeilongjiangProvince is the most important respect of the development environment of trafficscience and technology. Aiming atsome outstanding problems in the innovation mechanism, we should perfect themanagement system of traffic science and technology, the resource-sharingmechanism of traffic science and technology, the mechanism of application andpopularizing of traffic science and technology achievements, and thedecision-making mechanism of traffic science and technology. In the managementsystem, the traffic office of Heilongjiang Province should strengthen guidance oftraffic scientific and technical research in the whole province, improve enthusiasmof enterprises and districts for participating in traffic scientific and technicalactivities, advance the transport enterprises and the traffic engineering constructionunits to be in charge of traffic scientific and technical innovation. They shouldregard improving management style and method of traffic scientific researchprojects as the breakthrough point to improve management level of traffic scientificand technical activities constantly. In the traffic scientific and technicalresource-sharing mechanism, they should strengthen designs of top floor andmacro-adjustments of scientific and technical resources input, make scientific andtechnical resource-sharing rule of law as soon as possible, establish a relevantorganization to lead scientific and technical resource-sharing work. In themechanism of application and popularizing of traffic science and technologyachievements, they should strengthen study on using and developing research.They should support the production, teaching and research units to jointly tacklekey problems. They should also set up intermediary institutions serving fortransform of science and technology achievements. In the decision-makingmechanism of traffic science and technology, the mass of traffic personnel shouldhave the chance of participating in decision. We should fully rely on the experts'special knowledge and judgments for the development of traffic science andtechnology. 2.fund input mechanism of traffic science and technology in HeilongjiangProvince To perfect the mechanism, we should widen the capital source channel oftraffic science and technology, encourage traffic enterprises to increase input intraffic science and technology to become the subject of scientific and technicalinnovation. We should distribute fund input of traffic science and technology withscientific methods, strengthen financial support to scientific research projectswhich combine key projects, strengthen financial support to popularization andapplication of traffic scientific and technical achievements, distribute fund input ondifferent kinds of projects rationally. We should strengthen scientific and technicalfund management of traffic to bring about more economic benefits whileguaranteeing lots of achievements from research. 3.basic condition platform of traffic science and technology of HeilongjiangProvince We should advance construction of basic condition platform by according tothe general requirements and plans of our country and the province on theconstruction of basic condition platform, using the successful experience of suchdeveloped countries as U.S.A and France for reference, considering the actualconditions of traffic trade of Heilongjiang Province, breaking through theconstraint and obstacle on idea, system, resource, and technology. 4.traffic scientific and technical policy of Heilongjiang Province To solve the key technology difficult problems on construction andmanagement of the highway and waterway in the cold district and regard formingcomparatively perfect traffic technology system and technical advantage of the colddistrict traffic as a goal, the author proposes the key directions of traffic technologyof Heilongjiang Province in the future: construction and maintaining technology ofbasic facilities in the cold district, transportation running and managing technology,information-based technology, technology for traffic safety and environmentprotection. The implementation of the technical policy should be supported by themanagement policy. Management policy and measures surround mainly innovatingtraffic system and mechanism, building good environment for development oftraffic science and technology. There is not too much and too profound discussions on developmentenvironment and policy of traffic science and technology. The author combinesclosely theories with realities to solve the actual problems by resolving researchproblems ring upon ring, catching the key problems and making furtherinvestigating basing on all-round analyzing.
