The science and technology service industry is one important component of tertiary industry. Its development is crucial to the growth of the Chinese economy. By studying the experiences of highly developed countries as well as China, we can make two important conclusions: the first is that the formation of a high-quality, well-educated science and technology team is the key to better service in the science and technology service industry. The second is that government human resource policy should cultivate skills among able people.At present, there are too few special teams in Yunnan science and technology service industry that are adapted to market demands. They are lacking both in quality and in sound structure. This paper seeks solutions that will eliminate the "bottleneck of human resources" in Yunnan. It also seeks better methods for human resource team management. In order to accomplish this goal, this paper has analyzed the problem in terms of the theories of the scientific and technological service industry, human resources management, human resource policy, and market criterion. The research methods for this paper include participant observation, online and library-based research, as well as interviews with experts. Furthermore, this paper includes a comparative analysis of human resource management policy. The comparison analyzes the similarities and differences between human resource management policy in China and highly developed nations, such as the U.S., European nations, and Japan. The analysis includes a comparison of the methods of cultivating skilled workers by means of special benefits as well as methods of attracting skilled workers from other nations. In addition, the role of policy in the formation of skilled human resource teams is discussed.This paper also presents the current situation of human resource policy in the science and technology service industry of Yunnan Province. The paper will analyze the successes of the current policy as well as discuss aspects of policy that need to be improved in order to further the development of the industry.The final section of the paper will present suggestions for theimprovement of human resource policy in the science and technology service " industry of Yunnan Province. The main suggestions are as follows: to create social environment conducive to the cultivation of skilled workers, to create a better training system for scientific and technological service, to improve the system by which existing human resource policy can be modified and implemented, to improve the benefits offered to people entering the field of science and technology service, to establish a certification system and create a uniform policy requiring all workers to be ee^tified, and to establish a science and technology service. industry human resources association.
