Research On The Collaboration Of Social Governance In The Internet Age

The progression of the Internet technology in China during the past two decades had caused profound changes in the thoughts on national governance. The social reform brought by the internet age incurs innovative viewpoints and applications. Traditional theories and methods about social governance, on the other hand, fail to address the increasingly complicated social problems. As a result, social governance in China is forced to transform. Since China has initiated the development of overall reform, research on the Collaboration of Social Governance and on theconstruction of the regarding mechanism in the Internet Age is of great significance.An analytical outline on the Collaboration Mechanism is proposed to, on the one hand, set up theoretical frame for analysis from both the macro and micro prospective and to research the new challenges confronting the collaboration of social governance in the Internet Age and the concrete embodiment of the collaborative subjects, the organizational format, the motivation, the fundamental conditions and potential obstacles. On the other hand, based on the practice of reform in social governance in both China and US, different modes of social governance in the internet age are studied in regard of practice and theories.Research on the new contexts of Corporation of Social Governance in the Internet Age is of great significance. New changes in society have been concluded in terms of virtualization, dispersion, and generalization. There are three new requirements to well manage social governance from now on, including the combination of innovations on governing by internet and the guarantee of internet security, the combination of enhancing social democracy and improving supervision on society, the combination of strengthening collaboration in social governance and self-organization in society. For that, Social governance is beingoriented tonetworking, equality and opening, ofwhich cooperationwould advance in dimension of development of technology, democracy and innovation.Analysis in depth on the basic factors of the Collaboration of Social Governance in the Internet Age, including both the subjects and objects of the collaboration, the forms of organization, motivation and prerequisites, has been presented. Also discussed in this paper are the distinctive features, the developing tendency and the role in the collaboration process of the multi-subjects in the internet age. The embodiment of collaboration is based on the democratic cooperation with internet. It is suggested that drives for collaboration among the multi-subjects are to be the initial force. The fundamental requirements of collaboration include the trust among different subject in social governance, the uniformity of setting goals, the effective incentives, efficient communication and the guarantee of enforcement of regulations which are the preconditions of achieving the establishment of the collaboration mechanism.Approaching from comparative politics, the paper discussed the general practice of "Open Government" in America and the logic of the relevant policies. Revelations from case study of the project "Peer to Patent" are the general structure of the collaboration mechanism, the publicity of the information on internet, incentives on the utilization of internet, coordination with the internet, regulations of the laws and understanding on the advancement of the reform.Study on three typical cases of the practice of collaboration mechanism in China has been conducted, and the according three modes for collaboration in social governance have been proposed, namely,"publicity of information","interactive coordination", and "cooperative innovation". The intactness and focus of each mode are discussed, so is the relationship among the three modes. It is stated in this paper that there is no direct link between the collaboration modes and the technological support. Yet, the modes have much to do with the governance convictions and measures, although choosing the right technological support online is equally important. Hence, a right choice of the modes is based on the circumstances.The paper argues that resisting forces in the realization of the collaboration mechanism are loss of social trust, disagreement on the collaboration goals, a lack of incentives, deficient communication among subjects and a lack of guarantee of legitimatization, and the reason why these barriers exist is discussed, highlighting the point that the obstacles are to be removed to precipitate the design and establishment of the collaboration mechanism.A structure on collaboration mechanism based on innovative cooperation is proposed with the emphasis on the systematic design. Stages regarding different operation section are presented with strategies in four aspects proposed, including improvement of government’s supervision in social governance, enhancement in the construction and management of informationalization, the enforcement in legitimation and respect for laws in reform.At last, general conclusion on the whole study is presented with discussion on the improvements that could be made. Prospect on the research values in regarding field is discussed.
