Research On Organizational Collaboration Mechanism In Grassroots Social Governance

The increasingly profound social transformation has continually impacted the traditional social administration system.People hope that the market,government,social organizations and other entities will work together to rebuild the scientific and standardized social administration order.In practice,the three types of subjects are independent of each other and have fallen into the dilemma of failure one after another.Realistic demand calls for new ways of governance,and collaborative governance emerges as the times require.In small and medium-sized cities,the government has actively established Support social organizations to incorporate Operational Social Organizations,enterprises,and universities into the governance system by means of administrative absorption.To clarify the relationship and function between organizations in the collaborative system,and to construct an Organizational Collaboration Mechanism Model in the field of grassroots governance plays an important role in improving grassroots governance in small and medium-sized cities.This paper takes the collaborative organization of grassroots social governance as the research object,and tak:es the support social organization as the core.Based on the literature research and through field research,this paper uses the methods of structural analysis,functional analysis and process analysis to study the structure,function and mode of action of multi-organizational collaboration in the field of grass-roots social governance,and finally summarize the model of organizational collaboration mechanism embodied in the case.This study found that the organizational collaboration system in grassroots social governance consists of Party organizations,governments,support social organizations,member social organizations,enterprises,universities.They are characterized in the system design by supervision,support,guidance,supply and acceptance of service and resources,and cooperation.Through the analysis of the process and mode of the collaborative system centered on the double-created park,this paper finds that organizational collaboration is a nonlinear cyclic process,which also includes some complex small loops.The process of interaction between collaborative organizations mainly includes:establishing a collaborative foundation,initial knowledge and building trust,collaborative input,consensus reaching,and producing results.By comparing the collaborative structure and function under ideal conditions with realistic collaborative process and interaction,this paper finds that the core organizations mainly collaborate in the field of public service supply of grassroots governance with the coexistence of collaborative advantages and inertia.From the perspective of collaborative system structure,elements play a stable role in the relationship framework,and there is a correlation tension among the elements.From the function point of view,the positive function of the collaborative system is significant,but there are still functional spillovers and blockades.From the perspective of the collaborative process and mode of action,the participation of the collaborative system organization is more effective,but there is a short-term disorder.On the whole,the organizational collaborative governance of the grassroots society is the administrative absorption model.At present,the collaboration is in the primary stage.The perfection of the system is the reason for collaboration advantage or inertia.Based on this,the improvement proposal is proposed:to optimize the collaboration structure,the relationship between government and social organizations should be gradually changed into guidance,supervision and support,and improve the service management system of social organizations.In the process of collaboration,we must optimize the system,establish and improve the government function transfer system,the government purchase service system,improve the social organization cultivation and input system,and establish the operation mechanism of the collaborative system.
