Study On The Fragmentation Of The Social Management System Of County Governments In China And Its Measures

In October 2017,General Secretary Xi Jinping emphasized in the report of the 19 th National Congress that "we must strengthen the construction of social gover-nance system,improve the social governance system of party committee leadership,government responsibility,social coordination,public participation,and the rule of law,and improve the society of social governance." Transformation,rule of law,intelligence,and professionalism." It can be seen that the issue of social management has attracted the attention of the party and the government.The county-level government is in a basic and crucial position in the structure of China's state power.The construction and operation of its social governance system plays a vital role in the development of county-level society and the modernization of the state's governance system and governance capacity.However,in recent years,with the social transformation and rapid economic transition,the social structure,interest structure and ideas of the county society have undergone profound changes.The traditional social management model has been seriously lagging behind,and the social management system of the county government has shown fragmentation trends.Therefore,it is of great practical significance to break the malpractice of all anachronistic ideas and institutional mechanisms,effectively solve the fragmentation of the social management system of the county government,and realize the overall development of the county social management system.This article takes the party's 19 th report as the fundamental guidance,and uses the overall governance theory as the analytical tool.It mainly uses the methods of literature analysis and normative analysis to analyze the history and fragmentation of the social management system of the county government in China.The causes and how to solve the fragmentation of the social management system at the county level were discussed in depth.The full text consists of five parts.The first chapter is a narrative of the theoretical tool-holistic governance theory and basic concepts.This chapter analyzes the background of the overall governance theory and the theoretical essence,and analyzes the fit between the overall governance theory and the social management system of the county government in China.The second chapter mainly discusses the historical evolution and basic trend of the social management system of county-level government in China.Chinese county-level government social management systemhas gradually evolved from society after undergoing a highly centralized social management and control stage,the traditional social management system is gradually disintegrating,the modern social management system is initially established,and the modern social management system is institutionalized.Management goes to social governance.In the third chapter,after combing the content of the second chapter,the centralized performance of the fragmentation of the social management system of the county government is obtained,which is mainly reflected in the three aspects of functional fragmentation,fragmentation of power and responsibility,and fragmentation of cooperation.The fourth part of the article is the analysis of the causes of the fragmentation of the social management system of the county government.The management concept of the social management subject of the county government in China is backward,the emergence of social contradictions,and the lack of systematic thinking of social management are all caused by the county level.The main reason for the fragmentation of the government social management system.The last part of the article is to deeply understand the causes of the fragmentation of the social management system of the county government,and propose countermeasures to effectively resolve the fragmentation of the social management system of the county government according to the causes of fragmentation,such as transforming government functions,promoting collaborative governance,and reorganizing organizational structures.The above is the basic structure of this article.
