A Comparative Study Of The Process Of Community Governance In The Urban-rural Integration

Urban-rural integration is an indispensable stage in the process of urbanization.It refers to the integration of various rural resource elements and production methods and lifestyles with cities.The ultimate goal is to achieve coordinated development between urban and rural areas.The community is the basic spatial unit of the city.The community residents committee is the grassroots mass autonomous organization in China.Therefore,whether or not the community governance is orderly relates to the stability of the city and the country.At present,there are few micro-evidence studies on community governance,especially on the research on community governance in underdeveloped regions.Therefore,a comparison study is conducted between the Daming Community in Rugao City and the Shenhu Community in Dangshan County as an example,for developed regions and less developed regions.The path design of community governance is an urgent need to promote the ?good and fast? development of urban-rural integration.Based on literature review at home and abroad,the paper adopts literature research methods,field investigation methods,and comparative analysis methods to conduct empirical analysis of the Rugao Daming Community and the Dangshan Shenhu Community.The article centers on the community governance structure and governance content,the spatial characteristics,existing problems,and influencing factors were explored.Since the village was changed to the community in the Daming Community,the governance structure of the Daming Community was clearly structured,the main structure was relatively complete,the division of labor was relatively clear,and the content of community governance was more comprehensive,more fulfilling.The ?City-in-the-town? transformation work was carried out,and the demolition of the resettlement and the transfer of land were completed.This led to a three-dimensional,mixed-type,full-function community,and a ?government-led? community management model has been initially formed.Of course,there are still problems in the community governance such as the lack of full exercise of the autonomy of residents,in the form of owners' committees,the unsound construction of community legal systems,and the mismatch between hardware and software facilities.It has also been analyzed that urban expansion,agricultural modernization,and ?village in town? reconstruction projects are influential of the important factors of community governance.It is also believed that after the Shenhu Community retreated from the village,its main body of governance exhibited the phenomenon of ?troika? operating together.The content of community governance was more comprehensive and richer.Industrialization has promoted the reconstruction of the community space and has formed relatively in the standardized and functional spatially-combined communities;the park has initially formed a community-enterprise-combined community management model.At the same time,there are still many problems in the community,such as multi-pronged governance,inadequate support for corporate culture,and imperfect community service systems.The analysis suggests that community governance is affected by the process of industrialization,the level of corporate governance,and the ideology of residents and employees.Finally,it focuses on the governance of the community: residents,governments,social organizations,and companies,etc.,to provide an optimized path for community governance in underdeveloped areas.At the same time,it also explores the optimization of community governance paths in developed regions,focusing on community actors,cooperation mechanisms,and personal factors.
