A Research On The Comprehensive Evaluation And Measurement Of Social Development Based On Public Value Account

GDP is regarded as the most important indicator of social and economic development in market society. Accordingly, to pursuit economic value becomes government’s strategic focus, so that other different human values were weaked or even destructed objectively, not only has a negative impact on social benign development, but may endanger the economic prosperity built by material wealth in the long run. Some influential social science researches have showed common conclusion, that is happiness and freedom is the ultimate pursuit of human society, so wealth is just a means of target, only pay attention to economic development has made a mistake and caused a series of new social problems, therefore it’s questioned by people of insight frequently. Obviously, human social development has no solution once and for all, this reflects social development idea is transformaing from some extent.when material life level is ascended generally, people begin to pay close attention to ecological environment, social justice and other public appeal.The public value theory prevailing in the market society, it insists social development needs public sector to creat public value constantly as the private sector deliver value for shareholders.In short, public managers become strategists rather than technicians, they look out to the value of what they are producing as well as down to the efficacy and propriety of their means, they engage the political surrounding their organization to help define public value, they anticipate a world of conflict and changing technologies that requires them to reengineer organizations instead of expecting a stable harmony that allows them to perfect their current operations, finally they can provide a wide range of public products and public services to the society. Public value theory is different from traditional public administration, which emphasis on principles of bureaucracy, and so is government reform of new public management. It focuses on all public interest in the society, and attaches great importance to the consensus, it requires public managers to be explorers and creator of value innovation, and play an important role of public value management in the future. (?)nis paper hased on the public value theory and current situation in our country to construct the Public Value Account of social development, which contains political value, economic value, cultural value, social value, ecological value5parts, more than10categories of value. Secondly, in order to measure comprehensive social development, this study according to Public Value Accounts and the data from all kinds of authoritative yearbook data, collected155items statistical indices in total, and then14times factors analysis did in turn, selected39indexes which have the most representative involved in evaluation. Third, through the entropy method get the index weight objectively, and build all kinds of public value index model. Finally, based on our country’s30years reform and opening up actual situation, this research measure public value of social development in1981-2012at national level and1978-2008at provincial level from the objective, did time series analysis and cluster analysis at the same time; As for the subjective measurement, this study gave in-depth interviews for people in Gguizhou Bijie, to understand how they think of the public value target of local government.Research shows that more than30years of reform and opening-up later, all kinds of public value of social development have different degrees growing. From the national perspective, in addition to political value, social value and ecological value appeared ups and downs in the early stage, economic value, cultural value, comprehensive public value showed steady upward trend, especially after2000. From28provinces perspective, all kinds of public values showed the following characteristics:the economic developed provinces public value is higher than others, but the ecological value is lower; for the backward area, economic development is still the key of enhance public value.
