Under this background, variable social organizations, such as foundation, social group, private non enterprise have surged in economy and social life of city and country, and play an important role in maintaining social stability, promote social harmony, push forward national and social governance.With the subject of “innovate social governance system” and “stimulate vitality of social organization”, requirements have been put forward towards function of social organization in terms of economy, policy, society, culture and party building in Third Plenary Session of the Eighteenth Central Committee, and the idea of “consummate legislation on social organization to standardize and leading a health development”, which reflects the central committee’s high expectancy on social organization playing an active role in deepening reform in all around way and chart the develop course for social organization.
