| Social organizations are not only one of the main players in the overall plan of modernizing China’s governance and governance capacity,but also a major participant and carrier in participating in consultative democracy,resolving conflicts and disputes,and providing social and public services.On the basis of social organizations conforming to the concept of modernization,Qinghai Province has expanded the concrete connotation of citizens’ political participation and promoted the concrete practice of deliberative democracy.As a province in northwest China where ethnic minorities live in compact communities,urban economic development is relatively slow,the per capita income is low,and the development of social organizations is relatively backward.The participation of social organizations in social governance in Qinghai Province is still in the exploratory stage,which not only faces the inevitable severe challenges of insufficient external social security conditions and lagging internal system development,but also faces the restrictive factors such as low vitality of social organizations and low development degree,lack of social funds and technical personnel resources.Based on the general experience at home and abroad,we draw lessons from the strict recognition and tax preference,supervision and multiple support,flexible system and government support from foreign countries.Referring to the transformation of domestic government functions,the innovative work concept of social organizations,and the independent governance of community organizations.Focusing on the exploration of social organizations’ participation in social governance in Qinghai,the main experiences are diversified governance based on differentiated needs,sustainable governance based on flexible mechanisms,professional governance based on door-to-door mediation,and multi-channel governance based on the linkage of three social organizations.In order to further promote social organizations to participate in the effective management of qinghai province,can from the following aspects,the government shall establish a sound social services organizations information registration management system,strengthen information service free to buy all kinds of social organization support,improve the legal system and supervision system,social organization own internal governance structure optimization.At the same time,the joint efforts of the government and social organizations should be brought into play to continuously improve the level of social organizations’ effective participation in social governance,and strive to create a new road of social organizations’ participation in governance with unique Qinghai characteristics. |
