The Study On The Cultivation Of The Civil Servants’ Professional Ethical Spirit In China

Civil servants’ professional ethical spirit has played an important role in maintaining public power, improving public service and constructing social civilization. Cultivation of civil servants’ professional ethics spirit is the external norms into conscious behavior. Our country is in the special period of social transformation and economic transition. Thus administrative anomie has not only destroyed the public power, reduce the public service, but also hindered the social civilization. With the increase of the administrative anomie, the cultivation of civil servants’ professional ethics has become more and more pressing.The internalization of civil servants’ professional ethical spirit is the core of the cultivation of civil servants’ professional ethical spirit. Discussing the cultivation of the civil servants’ professional ethical spirit is the common need to build a service-oriented government in our country and to solve the predicament of civil servants professional ethicsand and to solve the problem of administrative ethics anomie. How to make the civil servants internalize the external norms and put them into practice is not only a theoretical subject to be studied but also a realistic problem to be settled.This research follows the clue of “asking questions- analyzing problem- solving problems”. The paper makes an overall study of the current state of nurturing civil servants’ professional ethical spirit, the problems of their lacking the internalization of professional ethical spirit and the reasons, with the spirit as the object, with the internalization of ethical spirit as the starting point, with the theory of philosophical internalization, the theory of constructing ethical spirit and the general mechanism of spiritual internalization as the theoretical basis. The paper has proposed how to realize the cultivation of the civil servants’ professional ethical spirit in our country, referring to the ways to cultivation the civil servants’ professional ethical spirit in foreign countries and based on the practical situation in our country.Chapter 1: the theoretical basis of studying the cultivation of the civil servants’ professional ethical spirit. It mainly deals with the theoretical basis of the paper, defining such terms as ethics, professional ethics, professionally morality. The chapter has clarified the relationship between professional ethics and professional morality, and the relationship between civil servants’ professional ethics and ideological and political education. It has elaborated on the characteristics, the content and the value of civil servants’ professional spirit.Chapter 2: the internalization mechanism of nurturing the civil servants’ professional ethical spirit. It mainly deals with the objective requirements and the possibilities of cultivating the civil servants’ professional ethical spirit. It has introduced the general mechanism of internalization, and has analyzed the conditions and the performance of internalizing civil servants’ professional ethical spirit.Chapter 3: the analysis of nurturing the civil servants’ professional ethical spirit in China. It analyzed the performance of the civil servants’ professional anomie and the reasons, proceeding from the reality of nurturing the civil servants’ professional ethical spirit in our country. This part is to introduce and analyze the problems.Chapter 4: the review of nurturing the civil servants’ professional ethical spirit in foreign countries and the inspiration of the cultivation to us. Chapter four has studied the nurturing of the civil servants’ professional ethical spirit in foreign countries and has introduced the typical practice of the nurture. Then we have stated the inspiration we can get from the foreign practice.Chapter 5: the ways to realize the cultivation of the civil servants’ professional ethical spirit in China.
