With entering the new century, China’s aging is more and more serious. The lonely, empty nest, disabled elderly people increased dramatically and weaken family function asks for socialize services for the elderly. So the Chinese government continues to increase investment, and has gradually established a "home care-based, relying on community service, agencies-supported". The development of Home-based care services is making the resources constantly to gather in the community, which makes the organization and management of service resources the key issues. In current research, the services supply and demand for the elderly is usually emphasized, but lacks in the organized process of the community service for the elderly. Therefore, it is important to pay attention to the services of the aged in the community and the organization of the delivery process, which is of great significance for improving the supply efficiency and meeting the needs of the elderly.This paper focuses on the delivery efficiency of the community service for the elderly, and forms a basic logic:what is the delivery mechanism of the community service? What is the relation of the delivery links? What is the logical mechanism that generates these questions? How to solve these problems?In order to clearly display the organization of the service delivery process, this paper concentrates on the services delivery mechanism,which be classified as four links "services production, service pricing, channel construction and service received". Then the Process elements and evulation index be constructed.Based on this, the overall process analysis framework be established. Adopting of the paradigm of post-positivism, researcher mainly chose qualitative method, and combined analysis of primary data and secondary data. The study has been located in Hangzhou city, intending to propose strategy from three key links (services production, pricing and channels construction), based on the delivery process analysis of the service for the aged in the community.The mainly conclusions of the study include:1. In the service production stage, the content of the current community care services mainly focuses on the basic care services. There are less housekeeping service and medical care, lacking of connection between services for the elderly and medical service, formal care and informal care. Meantime, there is no good cooperation mechanism among the diversified government sector, and the ability of social subject to undertake the government’s public services is very limited. So the production of the services for the aged in the community asks for formal care and informal care to link, and the former need to support the latter in effective, which is helpful to promote the policy practice such as "help the elderly door-to-door service", "respite care," "family bed service"and"silver age mutual aid service". Meantime, we need to strengthen the function of the community in service production and referral as "Gemeinschaft", and constantly accelerate development of community care homes, home care agencies and platform, so as to promote policy practice such as "the community medical support combined service", "institutions to the community extension services", "social work intervention care management services", "home care service care center function optimization". We should also guide the social body to participate actively and strengthen themselves capacity building in human resources, capital raising, project operation in order to increase the production and supply of specialized services.2. In the pricing stage, nowadays most of the service pricing mechanism is based on the policy objectives, and comprehensive pricing mechanism not to be constructed on the elderly self-care ability and economic level, which is difficult to promote the development of services market for the elderly. We should increase government expenditure subsidies for the "supplier" and "buyer", in order to enhance social participation motivation and improve market purchasing power of the different elderly; government purchasing price should strive to link with the market prices, minimum wage standards and other factors so as to reflect the true market price in a certain extent. Besides this, the reasonable price mechanism needs the convergence of "social market" and "market economy", which can encourage the purchasing intention of the elderly from market.3. In the channel stage, nowadays we are more rely on community home care service center site and part of the home service delivery, which not to meet the needs of the individual demand in the construction of information service network channels.we should take into account the needs of the different life cycle stages of the elderly and focus on the function of the channel platform in service referrals, standardized assessment. At the same time, we should also strive to link online services and offline resources, in order to provide to a wide range of services for the elderly in a systematic way.Based on the above analysis, this study responds to the diverse needs of the elderly, which not only ask for increasing investment, but also strengthening the efficiency of service delivery process. In this paper, the process of service delivery in the community is decomposed and the strategy mechanism is constructed, which response to the problems of the content production, pricing and related services market development, service delivery channel. Meantime, it emphasizes the importance of interaction between government and social organizations, enterprises and other subjects, and highlights the value of local government to carry out social policy innovations, which contribute to improve the efficiency of service delivery and service satisfaction of the elderly.
