The Holistic Governance Of City Cluster Intergovernmental Game

The formation and development of modern cities is the inevitable result of advanced productive forces and accumulative social wea lth. With the deep development of economic globalization and regional integration, the city cluster taking city as the core has gradually become the main carrier that all countries enhance their own competitiveness and win international voice. To a certain extent, competition between countries has evolved into that among world-class urban agglomeration. Reconstruction and revitalization of city cluster has become an important strategy of developed and developing countries. In terms of our country, the development of city cluster represents the highest level of our country. The city cluster is the forefront of China’s opening up as well as economic development and plays a key role in realizing China’s modernization, thus it becomes the core of China’s future development.City cluster, as a collection of many cities, is a functional area but also a main game field. Because of the limited and scarce environmental resources inside city cluster, there is great competition among each city government in political m arket, product and factor market. And this competition will generate a lot of game disorder problems under the restriction of the premise that the participants of government, politics and economy have limited ration. In addition, the current philosophy and system about intergovernmental game governance of our country are not perfect, which intensifies the competition and cooperation disorder in intergovernmental game and generates a lot of negative impact, such as unified market segmentation in city cluster, similar industrial structure and duplication, overall environmental pollution and control disorder, public policy distortion, thus bringing serious obstacles to the sustainable development of urban agglomeration. Therefore, seeking the optimal path to solving the intergovernmental game and building a reasonable and orderly competition and cooperation relation among various city governments within urban agglomeration becomes the common concern.Holistic governance theory, as a new paradigm of the third adm inistrative, is a result beyond governance and service cleavage in the new public management. It takes win-win cooperation as basis and coordinated integration mechanism as the core, focuses on preventing governance issues, optimizing governance process an d enhancing governance result and takes information technology and network technology as a means of governance for integration between management level and governance capabilities. At the same time, it pays attention to the overall strategy and overall thinking, takes institutionalization design of information technology as the basis, to establish integrated system and coordination system of governance by building the trust system, accountability system and interests coordination system. And it advocates the governance should be from centralization to decentralization, from part to whole, and from crushing to integration. Holistic governance taking coordination and integration as the core has a strong fit to coordination and governance of intergovernmental game and can better coordinate game between the various city governments, ease the conflict between each other and achieve the optimal overall effect of government game and the best overall public interest. Thus, holistic governance is not only a reform ori entation, but also a theoretical framework and provides a solution for guiding design and arrangement of intergovernmental competition and cooperation game in the transformation period. It is a reflection direction of future reform with some reference and guidance.According to the historical development trajectory of intergovernmental game in urban agglomeration, we found that competition and cooperation in the urban agglomeration intergovernmental game from disorder to order, from loosely general dealings to organized economic ties, and from unconformity state to the integrated development, is a gradual process of evolution. From the view of time, the disorderly development process of intergovernmental game in urban agglomeration is longer. Currently the intergovernmental game is still in a separatist state, more disorderly competitions and less cooperative games have caused great negative impact on economic and social development of urban agglomeration. Based on mechanism of urban agglomeration intergovernmental game and in-depth analysis of the reasons about disorderly intergovernmental game, we can know that poor game consciousness, administrative region barriers, improper evaluation mechanism, game coordinator lag, poor communication, uneven cost-sharing, lack of the trust system and inadequate game rules are important causes of the current disorderly intergovernmental game in urban agglomeration and become the major obstacle to governance modernization of urban agglomeration intergovernmental game. Based on the perspective of holistic governance theory, we discuss the strategy selections of promoting urban agglomeration intergovernmental game coordination governance by reshaping the win-win cooperation concept, establishing the integrity game governance i nstitutions, innovating urban agglomeration performance evaluation system, improving the intergovernmental interests coordination mechanisms, building intergovernmental information sharing platform, and optimizing the trust system of intergovernmental game.
