Research On The Publicvalue Management

Although the discussions of what normative value of public administration is have never been stopped, there wasn’t clear conclusion in academia, yet. The legitimacy crisis of western major developed countries’ governments in 70 ths of last century firstly showed the value problems of public administration in practical perspectives, which gradually became theoretical task that public administration need to research urgently. When traditional public administration wasn’t suit for new changes, in the meantime, new public administration redefined citizen’s role and functions in governance system through market-oriented reform of public service. But democratic administration based on “custom” identity confined democracy in a narrow range even emphasized scientific technologies’ instrument rationality, the value problem of public administration became acute sostenuto. Along with the rising of governance theory from the end of last century, under theoretical desire of searching for core definition, the concept of public value have been proposed. Propose of public value, on the one hand was the result of governance theory self-development’s desire, another hand was response of changing traditional management mode and political rebuilding. At the beginning ten years of this century, the concept of public value has been expanded by European and America scholars, and finally formed the management framework about public value including service, result and trust, that is Public Value Management theory.Public value management was developed by enterprise value management and strategic management of public department, and drew lessons from the theoretical contents of new public management about privatization, combined treatises of new public service about governance democracy, based on concluding network governance forming public administration theory. Although entering into main research area of public administration, public value management didn’t formed a uniform system in academia, which restricted development innovation and norm rebuilding of theory. Therefore, this article contains basing on research methods of norm, through analyzing exist research results, trying to preliminary construct public value management, including multi-dimensional concept framework and constructive elements, transformation of public managers’ role and mission, reappraising political elements in process of management, and practical framework of public value management based on governance.Compared traditional public administration with new public management, public value management displayed innovation beyond the reach of current theory in the aspects of transformation of government core functions, rebuilding of country governance relationship and policies adjusted process and so on. Generally speaking, public value management redefined government’s core function, unified scientific management with humanistic value standards on the basis of reconstructing relationship of the state governance structure, and rebuilt the role and mission of public governors, made administrative culture transform from focusing on technology to focusing on human being, essentially was value rebuilding of modern public administration. On the one hand, public value management reconstructed the procedure of policy-making, made citizen change from the object of power to the subject, and transformed from confirmation of professional rationality to quest of real public preference, gained allocative efficiency based on construction of network of political consultation, allocative efficiency and democracy formed cooperative relationship. On the other hand, public value management reconstructed implementation, not only demonstrated democratic value more on the goal, but also transformed from government monopolized the supply of public service to multi-center cooperative supply under the publicity norms, on the setting of procedure, it broke the traditional bureaucratic hierarchical closure and reflected the principles of fairness and openness, under the principle of public value specification, it pointed out the gain of governance performance internally, technological efficiency and democracy formed cooperative relationship. Summarily, public value management fully reflected the essence of democratic governance, not only broadened the meaning of democracy, made democracy expand from political area to administrative area, but achieved the transformation from indirect democracy to direct democracy, made democracy more operational and practice significance in the process of modern public governance, provided a new prospective for easing long-standing tensions between efficiency and publicity. Based on these, public value management can be considered as police rebuilding fits in postmodern society.Generally speaking, public value management sufficiently reflected the essence of governance democracy, not only expanded the connotation of democracy, made democracy expand from politics area to administration area, and achieved transformation from indirect democracy to direct democracy theoretically, made democracy has more operability and realistic meaning, supplied a new point for ease up long-standing tensions between efficiency and public character. However, so far as current research, the theoretical assumptions of public value still had many limitations, which affected the explanatory power of the theory. Moreover, there was a big controversy in academy about whether public value management has transformed and replaced abilities of paradigm. Meantime, the contradiction between cooperation and competition, open and close, limits of integration of governance structure relationship, the existence of possible failure of citizen participation, complicated issues of responsibility and assessment and so on make public value management approaches face many difficulties in practice.As a growing public administration frontier theory, although public value management’s theory development wasn’t mature, its rethinking about current public administration in philosophy and value area, and its effort about political rebuilding based on society transformation and regime migration, was very useful to Chinese public administration theory and practice in the transition period. To be clarified, reference about western theory need to touch upon our traditional culture and realistic elements. Therefore, on basis of research of public value management theory, this article thought about its Chinese context, containing exploring public value elements in Chinese traditional Confucian politic theory, trying to reconstruct Chinese special public value management theory system through analyzing ethical dilemma of blocking public value’s development, and analyzing these in the sequence of through views of pathway, political ethics, governors, government and citizen society.
