On the onehand, the awareness of safeguarding legal rights through media and enthusiasm ofparticipation in public affairs management are enhanced. There even appears thesaying“media is more useful than law”, so when the citizen encounters problem, theyare accustomed to ask media for help. On the other hand, the government has paid anunprecedented attention to network consensus and started to use internet to collectpublic opinion. Plenty of internet medias have developed special columns and channelsof engaging straightforward dialog between netizens and officials on various level tocollect and dredge public opinion. Network has an unprecedented impact on solvingsome social contradictions and played an increasing role in the network administrationof public affair management.Nevertheless, there are problems such as low response rate, randomness ininformation collecting, difficulties in commitment in network administration. Most ofthe research of “network administration” has focused on phenomenon analysis, whichaffirm the form of this mutual management of citizen and government and put forwardmany suggestions after research in some topics such as the concept, characteristic,exsiting problem, developing scheme and democratic polictic influence. It’s stilldifficult to find a way which has been verified by practice, or has been proven effectiveand extensive. In addition, we haven’t brought this method onto national reform andinnovation level. Citizens in some other countries can participate in political affairsdirectly in daily life due to different social systems. As a result, participation in politicsthrough network is very rare seen.By means of case study of Sunshine Chongqing network administrative platform,comparison with exsiting network, incorporation with communication related method,argument system administration and technical support’s meaning to comunicating effect,this article has offered some reference for building an efficient, well-organized and canbe imitated public affairs management mode striving for normalization of networkadministrative.
