Research On Input Mechanism Of Chinese Public Policy Agenda In The Network Environment

With the changes in the economy, technology, social construction, social relationship, and values of people, political and public policy making mechanism show their adjustments as well. In order to investigate the input mechanism of Chinese public policy agenda in the network environment, the present study constructed the Chinese public policy agenda input mechanism in network communicating environment from input pattern change, environment background, topic source, and impact mechanism, based on 214 public events from 2003 to 2013.There are four stages for the input pattern of Chinese public policy agenda since reform and opening up: power elites leading and the entire people pushing, political elites asking for multiple social elites, political elites and multiple social force interaction, based on the law. Cyberspace bring a new environment for policy agenda setting----scattered and flat political construction, opened and pointed information pattern, implicated and discreet communicating environment, non-mediated and interacted participation structure, and multiple thoughts collided cultural structure. The topic sources of public policies pushed by public events include: political activity of the government, emergent public event itself, media, interest group, individual and pubic. The input patterns of network public events to public policy agenda demonstrate as stress-threaten pattern, event-coping pattern, and natural evolved pattern.After the design, coding, data collection, the analyses of the impact on public policy pushed by public events indicated that: most public policies are policy revision form, given by central government, exposed by media, individual and events themselves, worked all over the country for a long time, related to anti-corruption, food and medicine safety, environment pollution, and protection of weaker group. The events characters, disseminating intensity, policy availability were significantly correlated with public policy agenda setting. Group behaviors’ obvious effect is not on policy-making, but on policy-making efficiency. The intervention on policy making from network citizens lies in the intensity of emotional expression, meanwhile, the intervention form media lies in hot spreading. Public policy under public events in cyberspace starts with available policies, high-intensity opinions, high demands for policies, and many similar events happen at the same time.Finally, the present study summed up the policy-making mechanism for the government on how to make use of the public opinion. When facing unreasonable kidnaping by public opinion, the government should change from fear to respect, from prevention to following, participation, and communication, from accommodation to settlement, from coping to utilizing. By this way can build up a long-term interactive mechanism for the government to make scientific decision.
