Professionalization Of Community Correction

Community correction is an inevitable outcome of social civilization’s development to a certain degree. And it is also an important sign of an advancing society and more rational penalty policies.It has great significance in preventing and reducing recidivism, improving the effect of criminal reform. At the same time, it helps offenders to return, adapt and integrate into social life favorably.Compared with western countries, community correction is still in pilot practice period in China and it sill has a long way to go in improving application object and scope, correction methods and results, legislations and so on. The writer begins to do the research under this background and hope the research could promote the development of community correction in practice.From the perspective of social work,this study researched on the professional values, professional approach and professional evaluation of community correction. The research objects are the staffs engaged in community correction and the criminals in community correction. The writer focuses on the implement of social work in the process of community correction and tries to find the professional approach to put social work into practice.Specifically, the thesis attempts to answer the following questions:First, is it essential for social work to intervene in community correction? If necessary, how does social work intervene in community correction? Second, is it possible for social work to intervene in community correction? By what ways and on which stages does social work can intervene in community correction? Third, what roles do social work values play in the community correction? Fourth, is it possible for the professional method of social work applied in community corrections? If possible, how to implement? Fifth, is it possible for the professional evaluation methods of social work applied in community correction? If possible, what is the effect and how to practice? Sixth, how can we achieve the specialization of social work in the community correction? What are the methods and means?The thesis is composed by four parts:Part 1 is composed by ChapterⅠ. In this part, the writer identified the definition of community correction and reviewed the development of it. Then the writer concluded the main models of community correction in China and analyzed the theoretical basis of community correction. Lastly, the writer introduced the method of this research and its significance.Part 2 is composed by ChapterⅡto ChapterⅢ. In this part, the writer introduced the community correction circumstance of the research area in the aspects of laws and regulations, organizations and staffs. Then, the writer interpreted the necessity and possibility of social work intervenes in community correction by analyzing cases under investigation and explored the level, approach and method of how social work intervene in community correction.Part3 is composed by chapterⅣand ChapterⅥ. In this part, the writer analyzed the specific implementation of professional values, approaches and evaluating methods of social work in the community correction practice.Part4 is composed by chapterⅦ. In this part, the writer analyzed the effects and bottlenecks of the social work’s implementation in the field of community corrections and tried to give some suggestions in practice.
