| The reform of the majority-ministerial system has reduced the problems of prevarication and blank space caused by unclear responsibilities between departments,it has also occurred to a certain extent that the cost of inter-departmental coordination has been passed on to the interior of the department,thus causing the problem of interdepartmental coordination.For example,L City Market Supervision and Administration has integrated all or part of the functions of the original seven departments of industry and commerce,food and drug,quality inspection,price,salt industry,intellectual property and commerce in the institutional reform,the functions and institutions before and after the integration of internal institutions have changed greatly.From the perspective of holistic governance theory,this study takes L City Market Supervision and Administration Bureau as an example,focuses on the coordination problems existing among the internal agencies of a single local government department,and conducts further research.Specifically,this research is based on the interviews with the staff of the L City Market Supervision and Administration Bureau,the Market Supervision and Administration Office,and subordinate units,and deeply explores the existence of the three levels of governance goals,governance processes,and governance effects in the internal institutions of the department.Coordination issues,as well as the specific manifestations and adverse effects of coordination issues in different aspects such as governance subjects and governance methods.Through the analysis of the problem,closely combined with the theoretical framework,to the greatest extent from the theoretical level,carefully search for the cause of the internal organization coordination problem,and grasp the cause in depth.It is found that factors such as the ineffectiveness of the internal organization coordination mechanism,the unreasonable establishment of functional organizations,and the high pressure of the working environment have important influences on the internal organization coordination problem.On this basis,it puts forward countermeasures and suggestions for optimizing the coordination of internal institutions of local government departments,including adopting ways to build more effective coordination mechanisms,such as setting up working groups,establishing a"project-based" coordination model,and combining formal and informal relationships.As well as optimizing the structure and responsibilities of internal institutions,giving full play to the coordinating role of the executive heads’ offices,and clarifying the boundaries of responsibilities within departments.In addition,a comprehensive assessment mechanism is implemented,and various methods such as formulating a list of responsibilities,assessment methods,and due diligence and exemption methods are adopted to effectively resolve the coordination problems existing in internal institutions,so that local government departments can effectively perform their functions and provide "seamless" public management to the outside world. |
