The Study On The Equalization Of Urban And Rural Community Service

At present, China has entered a new era of urban and rural development, to achieve the equalization of urban and rural community service is an important means and strategic initiativesthe of urban and rural development and building a new socialist countryside. In early 2007, Ministry of Civil Affairs identified the first batch of "rural community development test counties (cities, districts)" from the national conditions of the counties (cities, districts). On October 15,2007, Seventeenth National Congress of the Communist Party of China clearly stated "The urban and rural communities to become community of social life of orderly management, improved service, civilization and peace. On October 12,2008, the third Plenum of the 17th Communist Party of China Central Committee adopted "a number of major issues on development of the CPC Central Committee on rural reform" which clearly stated that "we must balance urban and rural economic and social development, focus on infrastructure construction and the development of social undertakings in rural, promote the equalization of basic public services on urban and rural areas, and achieve harmony regional development of rural and urban areas. "At present, urban community services have entered a mature stage of development while rural community service has just started, which is still in its infancy. Achieving the equalization of Urban and rural community service has a long way to go.In view of this, this study attempts a comprehensive study of issues related to equalization of urban and rural community services in Nanhai District. This paper combined the quantitative and qualitative research method, gave detailed analysis of social background on the construction of urban and rural communities in Guangdong Nanhai, investigated the situation of equalization of community service in urban and rural areas in Nanhai District, explored the dynamic mechanism and means of the equalization of community service in urban and rural areas in Nanhai District, gave some suggestions on promoting sustainable and in-depth development in the equalization of community service in urban and rural areas in Nanhai District.Firstly, this paper gave historical reflection and summing up on construction of urban and rural communities at home and abroad. Through the research and analysis of practice and literature of constructions of urban and rural communities at home and abroad to analysize the historical context of the constructions of urban and rural communities, summarize the stage, models and features of the construction of community and explored the theoretical value and practical significance of equalization of community service in urban and rural areas.Secondly, it gave a comprehensive and systematic analysis on the social background of equalization of community service in urban and rural areas in Nanhai District. Equalization of community service in urban and rural areas developed under the advocacy and promotion of government, the driven of rural economic and social development, and the power and pressure of urban and rural development, social construction of new countryside along with construction of harmonious society. Specifically it analysied the basic conditions, internal needs and realistic challenge of equalization of community service in urban and rural areas in Nanhai District.Thirdly, it gave a in-depth study on the situation of equalization of community service in urban and rural areas in Nanhai District. Through the field survey it analysied the situation of equalization of the construction of urban and rural community environment, public services of urban and rural communities and urban and rural communities management in Nanhai District. It also analysied the problems and achievements in the process of equalization of community service in urban and rural areas in Nanhai District.Fourthly, it explored the dynamic mechanism of equalization of community service in urban and rural areas. It analysied the implemented process of equalization of community service in urban and rural areas in Nanhai District, summarized its experience, and explored the power system of equalization of community service in urban and rural areas of community service, including economic power, social power and cultural power. Fifthly, it explored the ways of equalization of community service in urban and rural areas after a comprehensive summary of the experience in Nanhai District, including to create innovative community management system and strengthen management of urban and rural communities; to optimize community service system and plan urban and rural community services; to promote the role of community culture and build a new and harmonious community.
