Public service is not only one of core concepts of government reform,but also dominant function of the government.The equalization of public services is of great significance to the construction of a harmonious society.Public service emphasizes the government service function,including many public projects,such as the development of cultural education,health and sports and so on.Equalization can guarantee the same rights of the citizens.Therefore,it is promoted that the balanced development of urban and rural community in the study of community education from the perspective of public-service equalization.Furthermore,it is better to protect the equal rights of every citizen to receive education.Form the view of public service theories,this paper,taking the city Ningbo in Zhejiang Province as an example,studies the balanced development of urban and rural community education through the investigation and analysis of 4 typical communities in Ningbo.This paper is divided into five parts.The first part is a summary that the domestic and foreign scholars' research and academic achievements on the equalization of public service and community education.In the second part,some related concepts are defined from the theoretical construction,including public service,equalization,community and community education.It also provides a solid theoretical foundation for the study by full coverage of New Public Service Theory,Public Products Theory and the Theory of Governance and Good Governance.In the third part,the current situation of urban-rural community education in Ningbo is analyzed through the investigation of four typical communities in Ningbo.Then,the study tries to give an analysis of the problems existing in educational resources,form and content of activities,supply capacity,and cognitive theory.In the fourth part,this paper discusses the reasons of those problems from the view of macro public service,including policy preference,supply and demand imbalance and democratic decision-making.In the fifth part,it gives some proposal to solve the problems so as to further promote the balanced development of the urban and rural community education.The countermeasure is that improve the rural community education resources,promote urban and rural community education subjects in public service supply capacity,build a democratic dialogue platform and strengthen propaganda to raise the level of awareness and service team to solve the problems of urban and rural community education,which is combined with the study of public management knowledge and based on the new public service theory,public goods theory and governance theory.
