Universities are not only one of the main forces in the scientific research but also one of the main forces as far as the transformation of the scientific and technological achievements and the development of high-tech industries are concerned. Accelerating the transformation of the scientific and technological achievements of higher institutions into real productivity, on the one hand, is the requirement of strengthening the capacity of self-reliant innovation and constructing the national innovation system, and the need of reform and development of universities on the other. However, previous studies on this issue either present one-sided views or need further explorations. This dissertation conducts a profound analysis on the transformational system of technological achievements of universities (TSTAU) by way of systematic thinking. On the basis of a clear account of the system’s components and their relationships between each other, the characteristics of TSTAU are described and problems that have been encountered in the process of transformation are pointed out and the strategies of how to construct a theoretical TSTAU in China are proposed.The transformation of the scientific and technological achievements of universities belongs to the system of social sciences, which is composed of the following three sub-systems:scientific and technological innovation, enterprises’needs, and scientific and technological intermediary (STI). In the three, STI is an essential part of the national and regional innovative system, which is not only the binder of all sorts of innovative subjects and the catalysts of all innovative activities, but also the indispensable link in the transformational course of scientific and technological achievements. Meanwhile, the successful TSTAU needs the effective support of the environmental system, which is made up of policy, law and market. In short, TSTAU is a complicated and systematic projec, which can only be realized when the concerned parties such as univerisities, enterprises, STI and the government cooperate effectively.The synergy of the TSTAU reflects the state and tendency of the cooperation of the system’s inner components, which, as the factors of the synergic development, can be categorized into two types:the internal elements and the external elements. The TSTAU is a self-organizing system, which possesses the conditions for making the self-organization work. Self-organization is the essential way of synergizing the components of the TSTAU. Only when the TSTAU realizes its synergic development, can it effectively promote the scientific and technological achievements of universities into productivity.There currently exist a variety of obstacles which may hinder the synergic development of the system of TSTAU. In order to remove the unfavorable factors hindering the components from synergic development and promote the synergic development to take effect, the following strategies suggested:constructing and improving the management system of scientific research in univerisities; optimizing the allocation of resources, taking the collaborative way of producing, learning and researching to promote the transformation of the achievements; the government needing to more effectively carry out its organizational and managerial functions, bridging the collaboration of producing, learning and researching; constructing and improving the STI service organism; improving the environmental support system for the transformation of the achievements; establishing science and technology zones in univeristies, turning them into the achievement incubators; and constructing highly-qualified staff expanding the impacting range of scientific and technological achievements and providing quality service.
