Based on many practical researches about the evaluation system for comprehensive quality and sustainable development of Qingdao junior school students, this paper analyses the limits of the pro-selection traditional evaluation for students, and finds out the causes; then, discusses how to carry out the new effective evaluation system focusing on the students'all-round and sustainable development, which is directed by modern theory about education evaluation. And its advantages are given in the following; finally, have an outlook of the trend of this new evaluation system.In the introduction, firstly, we analyse why Qingdao junior schools take the new evaluation system for students. There are three reasons: the old traditional evaluation system has lagged behind the modern needs emphasizing the students'all-round and sustainable development; further quality education, which is marked by course reform of basic education, requires new evaluation system; it is the result of education evaluation self-development. Then, we give a brief overview about the current evaluation system for students at home and abroad, and illustrate the purpose of this subject and how to carry out it.This paper consists of six chapters. In chapter one, we analyse the limits of traditional evaluation system for students in Qingdao junior schools, especially the following aspects such as simple evaluation standards, lopsided evaluation contents, easy evaluation methods, formulated evaluation processes, and bad evaluation functions. In chapter two, we give the causes to the problems above. Having no supports of modern education evaluation theory is one reason, which reflects in two ways-lacking patterns to follow and people's knowing little about this modern theory. The other reason is confusing the function and the value of evaluations for students.In chapter three, we compare the two different theories-the traditional evaluation system and the new one. The following are our comparisons: ranks and awards and punishments versus improvement and developments, self-evaluation versus others'evaluation, personal development versus organizational development, generality versus personality. Based on chapter three, chapter four further illustrates how to carry out the new evaluation system by the Qingdao junior schools. As the body part of this paper, chapter four puts emphasizes on the concepts defined by the new evaluation system, six important principals, the main points of evaluation plan, the main evaluation steps including daily, periodical and final evaluation, and the strategies to carry out the new evaluation system etc. Chapter five shows main success both in theory and practice, achieved by Qingdao junior schools'carrying out the new evaluation system for students. In chapter six, we have an outlook of the trend of this new evaluation system.The conclusion shows that our researches on the new evaluation system for students in Qingdao junior schools, have basically reached our expects, which can be easily concluded from the following aspects: localizing directing principals for evaluating students, renewing the meaning of evaluation system for students, proposing new evaluation patterns, and achieving obvious success in the practice.
