At the same time, the expression of the needs and interests of the non-governmental organizations will promote the functions’transition of the primary government in turn, from a supervisory the government to a ministrant one.Lastly, in mutual configuration between the market and the society, in Changqing garden community, the businessmen give assistance to the non-governmental organizations in capacity building,and in exchange, the non governmental organizations give assistance to the businessmen in acquiring a competitive advantage. In the process of cooperation, businesses provide non governmental organizations of various kinds of resource,communicate experience and ideas of management to it,and to promote its capacity. Further more, this paper puts forward that the policy options of the transformation of the system of community management are multiple.
