With the economy and society’ s development,not only are needed largequantity of exellent administrator and talents on science and research owning moreadvanced theoretical level theory,but a large number of skilled talents withabundant practical experience and proficient skill are also needed. Skilled talents arean important part of the talent team, and they are also an important force to promotetechnological innovation and realization and transformation of scientific andtechnological achievements. Speeding up the construction of talents team, is animportant measure to implement The scientific development concept and toimplement the strategy of reinvigorating China through human resource development.It is of great significance to improve the policy of the training and using of skilledtalents, on speeding up the optimization and upgrading of the industrial structure,improving the ability of independent innovation of enterprises, transforming the hugepopulation pressure into the rich human resources advantage, achieving sustainableand rapid coordinating development of national economy, and building a harmonioussociety.As Inner Mongolia Autonomous Region is a main manufacturing Province inChina,Whether or not owning a sufficient number of skilled talents with highquality relates directly to the realization of the development on economy and societyin Inner Mongolia Autonomous Region and the strategy of the“Strong Province with Skilled Talents”.But at present,the problems on the difficient quantity,the lowerquality,and the unbalancing of local and Industrial distribution of skilled talentshave been a hindrance factor of the development on economy and society in InnerMongolia Autonomous Region. The successful experience on the practice from homeand abroad has proved that The government plays the leading role in the training andusing of skilled talents and the perfection of the policy is the key. Therefore, it isnecessary to have a research on the policy of better perfection of the training andusing of skilled talents in Inner Mongolia Autonomous Region.Under the above background,the thesis through documentary study, investigationstudy, comparative study, makes a systematic research on the policy of training andusing of skilled talents in Inner Mongolia Autonomous Region. Aiming atconstructing theoretical framework through the manipulation of the policy anddescribing the problems and the reasons,and raising some proposals on the trainingand using of skilled talents in Inner Mongolia Autonomous Region.This thesis firstly illustrates research background, the significance of thechoosing of the subject and the research state of the relative field at home and abroadwith the brief evaluation, and introduces the basic methods adopted for research andthe framework on research contents.Secondly, on the premise of the analysis of therelative concept,the theoretical basis and the law and legitimation accordance, thethesis summarizes the four favorable factors on the manipulation and implementationof the policy on the training and using of skilled talents in Inner MongoliaAutonomous Region,including the vast territory; the rapidly increasing of thepopulation’s educational level; the education level increasing rapidly;the secondindustry having formed a very strong foundation and distinctive features; the speedingup of the optimization and upgrading of the industrial structure. And the thesis showsthe shortage for the skilled talents through analysis of the historical datas andforecasts the demands and the supplication for skilled talent in the future,summarizes the adverse factors in five aspects, including the imbalance of distribution inIndustrial structure on skilled talents,and the imbalance of the skill grading formingfor skilled talents,the irreasonability of the age structure for skilled talents, the relativelower cultural level, inadequate supplication for skilled talents, desertation ofecological environment for them, etc and also points out that the government shouldmake great use of the favorable factors and avoid and reconcile the adverse factorsproperly while manipulating, implementing and perfecting the policy on the trainingand using of skilled talents, only so, the work for the construction of skilled talentsteam can achieve the spanning developments. Although the implementation of thepolicy on the training and using for skilled talents has made some achievements, thereare stills many problems needed to be solved. The thesis makes a detailed analysis ofthe implementation of the policy and achievements on the training and using forskilled talents in Inner Mongolia Autonomous Region. And in view of the existingproblems on the policy of the training and using for skilled talents in Inner MongoliaAutonomous Region, the thesis sorts out and draws lessons from the successfulexperiences on the policy on the training and using for domestic and foreign skilledtalents. The thesis holds that the experiences that can be referred on the policy of thetraining and using for domestic and foreign skilled talents mainly includes theencouragement and guidance of the government, the strong financial supports, thescientific and regulated managements, the “job guidance” that can promote the skilltraining and the reinforcement of the”school-enterprise” cooperation,and so on. Theexperience on the policy of the using for domestic and foreign skilled talents mainlyincludes the strict implementation of the occupation admittance system, theimprovements of the payments and welfare level for skilled talents and perfectationand improvements on social security policy,and so on. Finally,based on thesuccessful experiences from home and abroad, this thesis omni directionally brings foward some Strategies and suggestions to improve and perfect the policy from twoaspects of training and using.The main innovation of this study lies in making a specific research on the policyproblem, and expending the researching field on skilled talents, having moreimportant theoretical probing value practical reference value; and dividing therespective category of training and using, which is convenient to make an exquisitiveand implicit research on the policy of the training and using for skilled talents,avoiding research disorder because of the interaction of the concept category; fullyreflecting the unique aspects of the policy of training and using for skilled talents inunderdeveloped areas; it is an extension on the basis of the present relative researchon skilled talents; it analyzes the policy problem using a combination of thequalitative and quantitative, and it makes a more accurate analysis on theachievements and shortcomings and cause on the policy of the training and using forskilled talents in Inner Mongolia Autonomous Region,and so on.
