Research Of Sustainable Development In Liaoning Province Private Higher Education

With the promotion of diversification in economic system, private highereducation has increasingly developed and highlighted its charm. However, a setof rapidly greatened numbers represent only the seeming prosperity of privatecolleges. In recent years, the ‘shutdown’ and ‘transfer’ of manynon-state-run schools has shown that non-governmental higher education has beenin "deep water" area, and entered the overall weak "bottleneck stage". However,in the fierce competition in the private education market, the implementationof the sustainable development has become surviving core for private education.Since the1980’s, the private education cause in China has developed with astrong trend. Especially the development of private higher education hasattracted the attention of Chinese and foreign experts and scholars and somesocial observers. But many controversial practical problems and theoreticalproblems do exist in the process of the development of the private highereducation. This situation can be normalized by the guidance of private educationtheory. The new path for the reasonable development of the higher education canbe obtained through the result of theory research and the proof of practicalexperience. Therefore, in promoting the development of private higher educationand the sustainable development of non-governmental higher education, privateeducation research and empirical demonstration focused on private highereducation possess potential irreplaceable significance.This paper analyzes actuality, interpreting theories, serving reality isregarded as result direction, combination of vertical and horizontal, macroand micro, history and reality, the quantitative analysis and qualitativeanalysis, private higher education status--existing development mode--futuredevelopment mode-the logical relationship serves as the main guidance, thegame between private higher education and government, market and societyserves as hidden guidance, the principle in higher education serves asresearch foundation, the study of public management theory, management theory,game theory, theory of sustainable development of non-governmental highercolleges used for reference, the efficient way of sustainable development of private colleges is put forward, the research into the key issues in thedevelopment of private higher education and its survival has been carried out,the comprehensive analysis on the development of private higher education types,characteristics and the cause for the basis, this paper gives systematicexplanation of the development of private universities new way out, andholistically approaches the government’s responsibilities for privateuniversities and its responsibilities to be carried out, a highlyindividualized approach to strategy for implement of sustainable developmentof private education is put forward. Thus the unique theoretical framework andperformance style for researching issues in private education has been formed.
