Under the circumstances of "talent achieves future", human capital has become the mostimportant capital of modern competition. Being one of the most important human capitals in thesystem of competitive sports, the coaches play an irreplaceable important role in thedevelopment of competitive sports. A high level coaches team is the core element for normaloperation of the system of competitive sports. And if we want to have an excellent and stableteam of coaches and adequate reserves, we must have a management system for coach resourceswhich can operate effectively. Along with the development of the times, the progress of scienceand technology, the rapid ascension of international sports level, the requirement for the coachesare also rising. With putting forward the strategic objectives, sports powers, make us have tothink about the future of the Chinese sports from a higher starting point, thereby to think aboutthe management of coaches team from the higher and deeper level.The inertial rely on the management system which is formed under the planned economysystem, makes the current coach management system lags behind the transition of socialdevelopment needs. With the market economy’s deepening influence on competitive sports, thewhole nation system engages in a battle with professionalization and commercializationunavoidably. The management organization system and division of rights and interests andoperating mechanism of competitive sports coaches face to the torture and challenges of the era,needs reform and perfect. With the shortcomings of management appear one by one, lacking ofhigh-level competitive sports coaches become the bottleneck which restricts China’s rapiddevelopment of competitive sports. Management outputs talent and efficiency, therefore,management system reform and perfect of competitive sports coaches become the currentproblem need to solve.The innovation and perfection of the coaches management not only conform to the overalltrend of talent construction which will be internationalization and modernization, meet thedemand for participating in international competition effectively, but also satisfy the newrequirements of the social and economic development during the transitional period and realizethe transform of development pattern of competitive sports in order to ensure the sustainable andhealthy development of competitive sports of our country, and achieve the strategy goal of sportspower and promote our international sports soft power. But during the process of literaturereview, I found that the existing emphasis of research focused on the investigation of the status quo, training and quality of the coaches. While research on the management of coaches was stillrelatively weak, in many ways, such as quantity, quality and the depth and breadth wererelatively limited. Since most of Current academic research on the management of thecompetitive sports coaches are around a part or aspect of the coaches’ management, ignore thematching and concordance between different management elements, and ignore playing theoverall efficiency of the management, and also ignore the organic integration betweenmicrocosmic study and macroscopic study. The related research results about Chinese sportscoaches’management from the angle of the system are almost in a blank state.This study uses the competitive sports coaches which at or above the provincial level sportssystem as the main research object and integrates various research methods, such as literature,investigation, case study, comparative analysis, expert interviews and mathematical statistics,etc., and uses social transformation as breakthrough point. Through the research on the systemreform of sports management, the reform of human resources management, the present situationand the characteristics of the coaches group and the influence of social transformation tocompetitive sports coaches management, around the management concept, organization, systemand operational mechanism of the competitive sports coaches, this paper tries to build a newmanagement system for the competitive sports coaches which aims to provide reference forimproving management of competitive sports coaches and to guarantee the sustainable andhealthy development of competitive sports and the whole nation system further perfectly. Themain points of this study are as follows:1. China’s social reform is one kind of government leading and progressive. It determines thatthe reform of China’s competitive sports coaches’ management will also have the same features,and will be in the overlap between the old and the new system for a long time, the improvementwill inevitably need to constantly explore and reform.2. In developed countries, management of the competitive sports coaches is a kind of socializemanagement under the framework which governed by law. The professionalization andstandardization degree of the coaches’ management is higher. In our country, the management ofcompetitive sports coaches is still administrative mode management which rule by man.3. Compared with the data in2005, this investigation show that the quantity of competitivesports coaches of our country is relatively stable, and the education structure in improving, agestructure and professional title structure are also struggling to optimization. But the amount isinsufficient, lack of high-level, leader type coaches, regional distribution and project distributionare imbalance, so lead to the phenomenon that coaches talents’scarce and backlogs coexisting.4. Lag of management concept is the root cause of all kinds of contradictions in competitivesports coaches’ management, and system constraints is the direct cause of the defect in coaches’ management.5. With the acceleration of global integration and the internationalization of sports development,our management of competitive sports coaches should be based on this background thinkingperfect way. At the same time, the management of competitive sports coaches is an integral partof our sports management, therefore, should be based on realistic national conditions more andbreak through the shackles of the original management paradigm, then try to explore multiplepaths for competitive sports coaches’ management based on the future marketization andinternationalization direction, and build new management system which highly fit the social, andwith development and prospective.6. We should start with improving human capital, to build management system of competitivesports coaches with integrated functions innovatively. Pay more attention to the globality andcooperativity of the competitive sports coaches’ management, and achieve lateral match andvertical unblocked between management links, to encourage the management work of thecoaches towards standardization, ordering, and scientific.7. In the new era, the management of competitive sports coaches should use the flowingviewpoint as management philosophy, think globally, overall coordination, people-oriented,diversified management, service first, given priority to rule by law, continue innovation anddevelopment, and attach great importance to the efficiency.8. Establish a horizontal division of labor organization system which use coach qualificationsmanagement, employment organizations and intermediary organizations as the basic framework,and set up the third party regulatory agency to monitor the organization. Form an organizationsystem which division of labor between administrative organizations and social cooperation,coordination and complementary, checks and balances, so lead to the management organizationof competitive sports coaches to multivariate, reasonable layout, collaboration and win-winpattern.9. Establish the authority system which matches the organizational structure. Straighten out allkinds of property right relations, and distribute interest integration reasonably again on the basisof integration interests, and regulate the behavior of profits, grasp the balance of gameequilibrium of interests.10. Establish the institutional system which adapt to the organizational structure and authoritydivision. Surrounding the professional qualification management system, professional marketregulation system, interest distribution system and related security system, build a completesystem.11. During the competitive sports coaches management process, we need to establish andimprove the mechanisms, collaboration, competition, stimulation, supervision and restraint training, assessment, and flows, in order to ensure that the management system of competitivesports coaches will operate effectively.
