On Refined Teaching Management In Private Vocational Colleges

On the basis of the teaching management of private vocational colleges, this paper aims to provide a complete, systematic and focused discussion on the refined management of teaching in private vocational colleges in China. This research is actually carried out with the focus on a private vocational college in Wuhan. With due consideration of academics, the name of this college will not be mentioned in this paper. Nevertheless, the research on this college is of general significance. The theme of the research is the current situation, existing problems and causes of problems of teaching management in vocational colleges. The objective of the research is to promote the vocational colleges of China, and to learn from the enterprise refined management mode so as to realize the refined management of teaching.In view of this, the background and significance of this research is explained firstly. Due to many pressing problems in the teaching management of private vocational colleges currently,(which lead to low teaching quality and slow educational reform), the realistic requirements of introducing the enterprise refined management to private vocational colleges teaching management and the integration of both are put forward. Besides, based on the comprehensive understanding of refined management, this paper reviews the domestic and international research tendency on refinement and points out the present situation and deficiency of the objectives, contents, organization and evaluation of existing studies.There must be theoretical support for the research on refined management. Refined management is a concept and a culture, as well as a basic idea and a management mode which is built on the basis of regular management and pushes the regular management to a new step. It is also a management method with the main target of minimizing the management resources and costs. Then, the refined management theories in the scientific management, the behavioral science theory and Taylor’s scientific management are discussed. The implications of refined management have been combined with Taylor’s theory, i.e., objectives, contents, organization and evaluation. The Total Quality Management (TQM) and International Quality Standard System (ISO9000) have been employed as two criteria for the testing of refined management. They have been also applied in the fields of education and teaching management. Meanwhile, the implications and specific methods of refined management in the four aspects:objectives, contents, organization and evaluation are put forward. Combined with the case study, questionnaire investigation and personal teaching and management experience of the teaching management in a private vocational college in Wuhan, the present condition of the teaching refined management of private vocational colleges in aspects of objectives, contents, organization and evaluation is introduced. Private vocational colleges have gradually realized the necessity of the increased investment in the construction of curriculum, disciplines and training centers, and attractive high-quality faculties. The quality of teaching management personnel and work efficiency has been increasingly raised, with the effort to adapt to the development of vocational education and achieve the goals of personnel training. At the same time, many private vocational colleges have recognized that vocational colleges must cooperate with enterprises, further promote the collaboration with enterprises in the process of personnel training, and attach importance to all aspects of teaching management such as teaching quality monitoring, teaching supervision and conventional teaching inspection, and have achieved certain success.Although private vocational colleges have made some progress in refined management of teaching, there are still many problems. Hence, a thorough analysis on the causes of these problems is given from four aspects:objective, contents, organization and evaluation. The personnel training targets are not clear, the vocational training features are not prominent, the slow reform of training mode makes little breakthrough, and the personal cultivation plans which can meet the needs of jobs have not been made. There are shortcomings in each aspect of refined management of teaching. In the aspect of disciplines construction, the teaching mode reform awaits deep studies. The practical training has lagged behind leading to a lack of cultivation of students’ practical abilities. In the aspect of the construction of training centers, the markets and jobs are poorly targeted with undeveloped technology. In the aspect of the construction of teachers with bi-expertise, there is little incentive measure or policy guidance for the construction of teachers with bi-expertise, and the channel to introduce the teachers with bi-expertise is blocked. The cooperation between colleges and enterprises is still in a low level cooperation pattern of only production and internship. There is neither a complete and refined service system nor a check-up and evaluation system with the combination of objective management and process management among each department of private vocational colleges. There is a lack of coordination among teaching and administration departments and the blame game happens. Some colleges do not recognize the importance of the performance assessment in refined management of teaching, have unclear purposes and inadequate indicators, and can not effectively control the process of performance management. In the aspect of teaching quality monitoring, the teaching supervision is over-emphasized, while teaching guidance lacks.According to the above-mentioned problems, specific countermeasures to realize the refined management of teaching in private vocational colleges have been put forth. The orientation of running colleges for vocational education, training objectives should be further defined. The reform of teaching objective management mode should be improved. The conflicts between theoretical and practical teaching, as well as discipline knowledge systems and behavioral ability systems should be resolved. The construction of the quality monitoring system and service assurance system for refined personnel cultivation should be focused. The activities of refined management of teaching in private vocational colleges should be implemented. The work-study-integrated students training plans should be deeply discussed to innovate personnel training mode and raise personnel cultivation quality. The cooperation between colleges and enterprises should be strengthened. The mid-term inspection patterns should be actively improved to strengthen teaching management and to enhance quality assessment systems. The teaching quality should be well controlled to clean up the relationship among various factors in the process of teaching supervision. The organization of refined management of teaching in private vocational colleges should be strengthened, the responsibility of each teaching and administrative department should be clearly defined, and the performance assessment for refined management of teaching should be carried out. The evaluation of refined management of teaching in private vocational colleges should be promoted, teaching evaluation should be well controlled, the reform of supporting service of teaching management (especially the personnel system) should be emphasized, and the logistic support system should be advanced persistently.Thus, on the basis of previous studies some basic conclusions have been made: teaching management is the essential issue for the sustainable development of private vocational colleges; the introduction of refined management ideas, principles and specific methods are the fundamental methods for private vocational colleges to solve the problems of teaching management; personnel training plans, organization and implementation of teaching, inspection, assessment, check-up and incentive mechanisms of teaching quality are crucial measures for successful implementation of refined management of teaching.The significance of refined management is that it is a process of decomposing, refining and executing strategies and targets, a process that makes the strategic planning of private vocational colleges effectively implemented in each link and makes a difference, and is an important approach to improve the executive capacity of departments and colleges as a whole. After setting up the idea of refined management for the teaching management of a private vocational college, it is important to combine with the present condition of the department and college development, to locate key problems and weak links, and to carry them out step by step in accordance with refined thinking. When a system is completed in a phase, it should be immediately performed and improved, on the other hand, it should trigger the remediation of relevant systems. Only in this way can all the systems be eventually integrated, and the functions, effects and impacts of refined management program can be realized in the development of colleges.
