Higher education in China is developing speedily after regulation in structure and expansion in scale. At the same time, the risk of teaching quality is increasing in the course of development. It has become a crucial problem in the reform and development of the Research Universities about how to guarantee all-round quality of undergraduate talent cultivation. Higher education is experiencing revolution and supernormal development. Under this background, the basic institutional guarantee for the improvement of teaching quality is to transform the traditional experience-based Teaching Quality Management Model and construct a standard and scientific Teaching Quality Assurance System. However, through practice it can be realised that the construction of the existing Quality Assurance System of Undergraduate Teaching in China is in the exploratory stage, where exists a series of misunderstandings from perception to practice. Therefore the study on Quality Assurance System of Undergraduate Teaching in Universities has become a hot and hard spot in present higher education reform and research. Especially with the pluralization, diversification and personalization of the development of undergraduate teaching in universities in China, the orientations of universities differ from each other, which leads to the disparity in the objectives of undergraduate teaching. Therefore the contents and standards that Quality Assurance System of Undergraduate Teaching in Universities practices are various and lack of unity. This essay studies the Quality Assurance System of Undergraduate Teaching in Research Universities and concludes main findings.After collecting and reading large numbers of research papers, treatises and typical cases of quality Assurance system of Research Universities in China and abroad, by referencing to the ISO9000Quality Management theory, the author designed a constitution model of Quality Assurance System of Undergraduate Teaching. The Quality Assurance System explained the definition and connotation of Quality Assurance System of Undergraduate Teaching and on the basis of its four main constitution elements:teaching quality objective and management responsibility, teaching resources management, teaching process management, teaching quality supervision and evaluation, the author discussed the content, operational mechanism and features of Quality Assurance System of Undergraduate Teaching, which provided the referential foundation for the construction of Quality Assurance System of Undergraduate Teaching in universities. Based on the features of teaching and scientific researches of the Research Universities, the author also designed two flexible matrix organization systems for the Quality Assurance Organization System of Undergraduate Teaching and discusses their advantages and disadvantages, ensuring that the each functional department in the original organization structure is made full use of.Besides, concerning the complexity of the elements that influences the quality of undergraduate graduate teaching, the author synthetically analyzed the present key elements which influence the quality of undergraduate teaching in Research Universities in China by combining the mode of reference analyzing, discussion, questionnaires, interviews and by analyzing and combining the evaluation scheme of undergraduate teaching made by the Ministry of Education, and suggests countermeasures aiming at these key elements. This paper provides important constructive contents and key monitory points for the Quality Assurance System of Undergraduate Teaching in Research Universities and makes it possible that the Quality Assurance System of Undergraduate Teaching in Research Universities can operate efficiently and economically.Finally, by taking the construction of Quality Evaluation Index System of Classroom Teaching as an example, this paper designed the Quality Assurance System of Undergraduate Teaching in Research Universities and explored the approaches to solve the problems that exist in the formulation of Evaluation Index System in present Teaching Quality Evaluation. The author integrated the questionnaire survey, target decomposition, the empirical approach and multivariate statistical methods, completed the indicator screening and constructed the Quality Evaluation Index System for Classroom Teaching by analyzing the exploratory feature and conformatory feature of the index. At the same time, this paper designed? the index weight through Group Decision Analytic Hierarchy process, and discussed the application effect of the index system in practice.This subject applies the theoretical achievements in the field of management science, system science, quality science, mathematical statistics, and modern teaching evaluation etc., systematically studies the Quality Assurance System of Undergraduate Teaching in Research Universities and provides new ways for the construction of Quality Assurance System of Undergraduate Teaching in Research Universities in China. This paper can work as a reference for those who are in charge of quality management of undergraduate teaching in universities.
