| CPC s Third Plenary Session of 18 firstly put forward the concept of "national governance", took the system and ability of national governance as the general goal of deepening the comprehensive reform and brought them into the national significant strategic decision-making. As the most basic and most extensive part of national governance system, the fundamental of social governance is to stimulate the vitality of social organization. With the unique endowments such as professional, public welfare, strong permeability characteristics, associations of science and technology are palying a more and more important role in the aspects of promoting the strategy of development driven by innovation and social sustainable development etc.China Sport Science Society (CSSS) is a national academic and social group which is established from top to bottom and based on the national sports colleges and sports scientific research institutions. With the dual functions of government and community, it is a mass organization which is composed of officials and civilians and is driven by both of them. During the past thirty years, China Sport Science Society’s function of social service has gradually increased:from carrying out academic exchange activities and providing technical advisory services to meeting the needs of the development of multi-level social development.Taking the relationship between state and society as the perspective, this article analyzed the macro environment for China Sport Science Society’s reform and development, and pointed out that the existing dual management system of our nation was formed in the process of interaction between the nation and society. Along with the reform and the implementation of the national governance system and the promotion of the societies’registration system, government’s support for social organizations will continue to increase. Taking the transformation of sports’development mode and the reform of sports’management system as the perspective, this article analyzed the middle construction environment for China Sport Science Society, and pointed out that our sports corporates’independence process will be driven without doubt by the transformation of sports management institutions’ functions and the deepening of institutional restructuring. Taking the forms of organization, personnel structure, source of funds as researching subjects, this article analyzed the micro environment for China Sport Science Society and pointed out that it depended on government departments in the aspects from the form of organization and sources of leader and made it inevitably live in the style of quasi administrative. And on this basis, the opportunities and challenges that faced China Sport Science Society are analyzed.The reform and innovation of CSSS are mainly transforming from traditional governance model to a modern one, the former is monocentric, closed, level, control, while the latter is multi-centric, open, equal, coordination. And to transform it from a public institution full of administrative color to a modern sports scientific and technical community which is of strong credibility, cohesion, and apply force. There are two paths for the reform and innovation of China Sports Science Society:one is the reform of the system, the other is a mechanism innovation. The fundamental system reform is to improve the internal governance structure, including the abolition of affiliating system, perfect organization, perfect rules and regulations. Mechanisms innovation includes:to enhance the society’s ability of democratic governance, and to innovate management mechanism; to construct the scientific community, and to innovate the academic exchange mechanism; to enhance the credibility and cohesion, and to innovate the constraint and incentive mechanism, to enhance the ability of hematopoietic and to innovate the society’s service operation mechanism; to expand the functions of the society and the long-term mechanism of innovation. |
