Good-Governance Reform Of Union Cycliste Internationale From The Perspective Of Sport Governance

In recent years,various international sports organizations have introduced the concept of good governance and carried out a series of reforms in response to their problem.Good governance has gradually become the best way for international sports organizations to maintain sustainable development.From the perspective of good governance,the study takes the Union Cycliste Internationale(UCI)as a case.Firstly,the five dimensions that influence the effect of good governance of UCI were concluded from the preliminary investigations,namely transparency,democracy,check and balance,woman’s status and doping.And then survey study,in-depth interview were employed into the investigations of related athletes,coaches,doctors and staff members in Cycling Association.Finally,this study analyzed the problems and the reform measures of UCI in good governance,aiming at providing reference for the reform of the Chinese Cycling Association.The major findings are as follows:1.There are several problems in the governance process of the UCI,such as doping,chaotic governance structure,lack of transparency of election,stakeholders have no decision-making power,lack of term limits for the chairman,corruption,lack of independence of UCI Ethics Commission,and gender imbalance in committee.2.In view of the above problems,the UCI established the Cycling Anti-Doping Foundation to implement the anti-doping plans;started the accountability mechanism and established the principle of transparency;improved the participation mechanism and set up term limits;established Cycling Independent Reform Commission and introduced the power balance mechanism;promoted gender equality.3.Reform measures are worth learning for Chinese Cycling Association.Therefore,in the future Chinese Cycling Association can establish a platform for sharing information on doping;Strengthen system construction and implement transparent operation;improve the governance structure and give stakeholders decision-making power;rely on international cooperation to fight against corruption;promote gender equality and train female cycling practitioners.The present study can provide a new perspective for the study of international sports organizations,broaden the research scope for the field of cycling,help Chinese Federations of individual sports to understand the good governance trend,and provide reference for the substantive reform of Chinese Cycling Association.
