Lots of widespread problems exist in high school education, which has affected the students physically and mentally seriously. These problems are closely related to the social phenomenon and system. However, the school self is to blame for it. Therefore, the school reform is essential and can make a great difference.In fact, with the social transformation, the educational reform together with the social change has been conducted fiercely. The fundamental educational reform has gone through three stages. The reform in every stage has made a great achievement, but there is still a long way to go, especially in high school.In fact, although the high school reform has been continuing, the school is still a place where many problems arise. This is because some obvious problems exist in high school reform. I attribute the problems to the history, the society and the school itself, of which the basic points of the reform have not been stressed. That is, why is the school reformed, and for whom is it? This is concerned with the value orientation of the school reform.However, there is a common dilemma called the value dilemma, which mainly exists in the following aspects. First:much in topic innovation but little in breakthrough. Second:delicate in surface but hollow in connotation. Third, valuing the current but ignoring the future.The school reform is nothing more than the two propositions of "what and how to cultivate people." Its core is still the "people". "People orientation" "people’s development" "people’ value promotion" "people’s life" will become the valuable target selection. "We emphasis the people-oriented, that is to say, we should concern the students more. Students-oriented should treat students as the initiators and let them enjoy the educational achievements. Therefore, the high school reform should be based on the needs of students’ growth and continually satisfy their growth needs.What are the needs of students’ development? What are the differences of students’growth needs in different ages? What is the present situation of the students’ need satisfying? We conducted a survey with these questions.According to the survey, we find that the fundamental needs can be divided into three types: security needs, interaction needs and self-recognition needs. Based on this recognition, our research team on the "system construction of moral education study" has made a quiz of "the students’ growth needs" and conducted a sample survey for the primary and middle school students. As the survey shows, the present situation of high school students’ growth needs worries us a lot. The high school reform based on their growth needs should be carried out without delay.This is a whole transitional reform. The school’s key reform contents and strategies should involve the following aspects:the update of high school principal’s mission, the update of school leaders’ management value, the shift of school organization reform’s focus, the school decisive style’s democratization, the education and management reform and teachers’ development and the evaluation reform.C school is one of the high schools in this study. The reform problems in it are very representative, mainly reflecting in the external and internal environment, the recognition of vision and goal, system reform and other aspects. Combined with the existing problems, C school should rebuild the theory on school management, draft the medium-term and long-term plans as well. They should also build, revise and perfect the school system, and renew the school culture. Each department should team up with the whole transitional reform.
