In the lightning fast communication era, and the prevalence of Information communication technology (ICT) diffused extensively over the past few decades, consequently, both English and ICT have become essential literacy skills for a growing number of non-native speakers of English to ensure full participation in the information society.Hence, optimizing such potentials, engaging language learners in self utilization of ICT for spoken skill, discovering impact of ICT on the English learning skill, assessing the benefit of English Studies through SRL (Self-Regulated Learning) process is significant. The study both quantitatively and qualitatively investigates the significant variables:out of class use of ICT tools by the students of the university to self-regulate their spoken language learning skill and, major (English as major/non major English) via skills the second most significant variable in learning English language skill on the basis of age bracket and the last variable in learning English language skill on self-regulatory, which under-pins the theory of Diffusion of Innovation. It suggests that these students are vigorously engaged in employing ICT tools. However, there are variations both amongst the learners/students in the aspects of spoken English learning that they chose to underpin using ICT. More significantly, this piece of research underscores the underlying factors that influence their out of class (on self-regulatory basis) selective use of ICT in spoken English improvement through a survey of300students.For analysis purpose, different test showed that the most significant variable in learning English language skill is the major via skills and the second most significant variable in learning English language skill on self-regulatory basis is the age bracket and the last significant variable in learning English language skill on self-regulatory. By using the regression analysis it is concluded that Tools of ICT Used, Access to ICT, Student Skills and Diffusion of ICT has a relationship with self-regulatory English learning. But the impact is different and the direction is same.As ICTs is a giant project to carry out, that’s why the proposed study doesn’t represent a holistic picture of the claim made. However, future researchers have great ground to cover in order either to bridge the gap or to afford brand new insights to the field. The findings of the investigation suggest radical changes be made in the current curriculum of English language learning and teaching, which assist academia to incorporate the outcome of the study to facilitate learners spoken English skill in particular.
