Following the continuous economic growth in China, the contradiction betweensupply and demand of mineral resources has become more and more severe.Therefore, our government has initiated the new development strategy as “going out”.Current overseas mining investment is still in the early stage for experienceaccumulation. In recent years, our lessons of Chinese mining enterprises going outreflect the shortage of international mining talents. Thereby, there are both theoreticaland practical significance to do specialized research on evaluation methods andcultivation mode of international mining talents.The creative achievements of the research are as follows:(1) Organized detailed desk research on development history and currentsituation of international mining talents, which has therefore laid meaningful practicalfoundation for this research and related further studies.(2) Built an international mining talent evaluation index system according to thebasic characteristics and core competences of international mining talents. By usingthe analytical hierarchy process research, the significance level of each evaluationindex has been further defined. The research result shows that, the most importantfactor for international mining talents is competence, followed by knowledge, qualityand value creation. Main influencial factors are working effectiveness, practicalability, international cooperation capability, professional knowledge on internationalmining and geology, and ability to think globally and act locally.(3) By using fuzzy comprehensive evaluation method, the evaluation model ofinternational mining talents has been built. The research shows that, the talents in thefield of geological management are the most advantageous potential talents in currentinternational mining talents pool.But, the quantity and quality of international miningtalents can not fulfill the demand of global development strategy of Chinese miningresource industry, especially in the state of lacking high level international miningtalents with blobal vision and international experiences, as well as comprehensiveknowledge base. (4) Based on empirical study and online survey, combined with basic principalsof human research training and development, the cultivation mode of internationalmining talents including integration of overseas returnees has been established andfollowed by further suggestions on relevant solutions and polices.
