| Scientific and technological knowledge is a crucial strategic resource for a country.Scientific and technological talents are the core of resources and the carrier of scientific and technological knowledge,which promote the transformation and upgrading of regional industries and high-quality economic development.To this end,more than 50 cities in China have staged a "war of robbing people".In this competition,more than 20 cities have continued to upgrade their "war of robbing people".Various preferential policies have been issued for housing,household registration,employment,education and other fields.Hangzhou is the city with the highest net inflow rate of talents,followed by Wuhan,Chengdu,Nanjing,Suzhou and other new tier cities.Xi’an,located in the northwest,has 63 colleges and universities,with a large number of talents gathered.However,a large part of talents in Colleges and universities flow to other cities after graduation.The current situation of talents in Xi’an cannot meet the needs of its development.In order to make Xi’an invincible in this competition,promote the promotion of human resources,and promote the development of the city,this paper evaluates the attraction of scientific and technological talents in Xi’an.In order to evaluate the attraction of scientific and technological talents in Xi’an,this paper starts from the following three aspects.In the establishment of the index system,this paper first looked up the relevant literature of the talent attraction evaluation index system,on the basis of previous research,based on the principles of scientificity,system optimization and people-oriented,and based on Maslow’s demand theory,determined the two levels of the comprehensive evaluation index system of the attraction of scientific and technological talents;in the establishment of the evaluation index,this paper first adopted the coefficient of variation Methods to screen the indexes,and then consider the actual needs,that is to use the method of subjective and objective combination to build the evaluation index system of the attraction of scientific and technological talents.Finally,17 indicators such as GDP per capita,which establish the evaluation index system of Xi’an’s scientific and technological talent attraction.In the horizontal comparative analysis of the attraction of scientific and technological talents in Xi’an,this paper uses two objective methods to determine the weight,i.e.entropy weight method to establish the weight of evaluation index,OWA time operator method toestablish the time weight,and then uses three-dimensional dynamic TOPSIS method to comprehensively evaluate the attraction of scientific and technological talents in Xi’an,and selects the top three cities in the new first tier cities: Hangzhou,Chengdu,Wuhan and Xi’an Do comparative analysis.The conclusion is that the average fit degree of talent attraction in Xi’an is 0.48,and its comprehensive level is the last,but the fit degree of attraction in education and learning opportunities is very small compared with other cities;the average value of Hangzhou and Wuhan is 0.55 and 0.54,respectively,and the level of attraction is not up or down;the fit degree of Chengdu is 0.52.Therefore,according to the data of this study,there is still a high space to improve the attraction level of scientific and technological talents in Xi’an.In the vertical analysis of the attraction of scientific and technological talents in Xi’an in the past ten years,the index still uses entropy weight method to determine the weight,and uses TOPSIS method for comprehensive evaluation.The results are as follows: since 2008,the value of fitness has been increasing,and it is divided into three stages: 2008 to 2011,2012 to 2014,2015 to 2017.Each stage shows an upward trend,but the growth degree of attraction is different.Finally,this paper puts forward suggestions from the following five aspects for Xi’an to attract scientific and technological talents: in terms of economy,adhere to open development and optimize economic structure;in terms of natural environment,solve existing problems according to local conditions and maintain green and sustainable development;in terms of living conditions,improve medical and transportation network facilities,effectively improve the living standards of foreign talents and improve their living conditions In the aspect of education and learning,we should pay attention to the training of scientific and technological talents,build a good atmosphere of scientific and technological innovation and optimize the policy of talent introduction.The conclusion also points out some deficiencies in this study and hopes to pay attention to and improve in the future research,so as to make a useful supplement for the research on the attraction of scientific and technological talents. |
