University International Talents Quality Indicator System

With economic globalization, integration of development and the coming age of information, a growing challenge, in which the cultivating philosophy, objectives, processes, and evaluation systems of traditional university are difficult to cope with the growing internationalization of the social environment, has emerged in front of higher education. So far, many of our universities have been aware of the need to reform in order to cultivate international talents to meet the social needs. However, based on the fact that no existing and clear indicator system to clearly indentify the international content and quality of personnel, college is of great difficulty to build the systematic and scientific training target system which meets the social needs.To solve these problems, the author initially build the quality index system of international talents based on the literature analysis of previous studies and the reference of competence-based theories. With two Delphi questionnaires collecting views of the index system from human resources executives, managers and scholars of international education in different sectors of society and the revise of the index system based on the consultation with experts, the 61 international universities Training quality indicators finally formed. Then,the author points out the current problems in training target system by comparing 10 professional training goals of the Shanghai International Studies University and indicator system constructed in this study.With two Delphi questionnaires, different views of the index are collected.If possible , a meeting should be hold to support a opportunity for experts to explain their different views.
