In recent years, the school connotative development is put forward by the domestic education reform and the development direction, its theory and practice has been more and more people’s attention. The school connotative development assessment system is the most critical component of the school connotative development supervision assessment. This study aims to use theoretical analysis and practical research, further to explore the concept, characteristics of the school connotative development, to further improve the theoretical system of the school connotative development. Through the construction of evaluation system of connotative development in primary and secondary schools, the school connotation value evaluation can be creatively carried out, trying to explain a new school education supervision evaluation idea or theory system; Through literature research, content analysis method, the group experience judgment method, Delphi method and other methods to supervise the construction of evaluation system research school connotative development and implementation, we can reveal the theory essence of the school connotative development supervision evaluation system and operation strategy, enrich and perfect the school connotative development strategy; supervise the theoretical system of assessment and practice. Through the supervision evaluation index system and standards of practice of the connotative development in primary and secondary schools, especially the connotation of the value evaluation of exploration, can arouse the enthusiasm of different level schools, effectively promote education fairness and improve effectiveness of school management, also provide scientific and effective guarantee for the development of regional education to a higher level.This article mainly discusses from the following several aspects:First of all, the introduction section. In this section the author mainly elaborate the origin and significance of this research, the research content and method, study of presupposition and the theory of relevant research results at home and abroad were reviewed. Through to the domestic and international relevant research results, reveals both domestic and abroad in the field of the evaluation system of research results and the existing problems, this study provides a research basis and direction.The first chapter, on the basic theory of this study. Four aspects elaborates the main points:one is the definition of related concepts, mainly in view of the connotation of development, the supervision of the school evaluation, evaluation index system, assessment system operation, defining the concepts such as connotation value degree;Two is the main theoretical basis, respectively, outlining the complex theory, management theory, the incremental evaluation effectiveness theory, humanism theory and system theory, theory of the core idea and the guiding significance of this research;Three is in the light of the characterization of connotation development and elaborates the basic structure;Four is in the light of the characteristics of supervision evaluation connotative development, subject and object, and should handle the good relationships in the assessment.The second chapter, on the school connotation development supervision appraisal system. This chapter mainly elaborates the school connotation development to supervise the overall structure of the evaluation system, main characteristics and the support conditions. This evaluation system is composed of macroscopic and microscopic aspects, highlight "connotation" and "development" two priorities. It is in the heads of the evaluation value system of connotation development, through the construction of evaluation index system and the implementation of the operating system to complete, this evaluation system has a certain theoretical and practical value.The third chapter, on the school connotative development to supervise the construction of evaluation index system. This chapter mainly elaborated the school connotative development evaluation index system is the basis, the basic principles, main methods and the concrete steps; School connotative development steering structure of evaluation index system, namely:the index factor system, weight distribution system and the standard measurement system. The evaluation index system is divided into six indicators, twenty-two secondary index, sixty-three tertiary index and nine incremental evaluation index. Each index factor has a certain logic, regularity and purposiveness, indicator elements are interconnected, supported each other.The fourth chapter, on the school connotative development steering operation system of the assessment. Mainly elaborated the school connotation development supervision appraisal system of the operating system, basic procedure and methods, implementation requirements and so on, with particular emphasis on the index system of the operation and implementation of the basic requirements, is an extension of the evaluation index system in the practical level.The fifth chapter, supervise the implementation of the evaluation system about the school connotative development. Mainly elaborated the school connotative development supervision appraisal system operational level strategy, implementation effect, etc., fully demonstrated the school connotation development of typical cases supervision evaluation system is scientific and practical.The last chapter is the part of conclusions, on the important conclusions of this study and the vision for the future in the field of supervision assessment. The important innovative conclusions of this study:the connotative development mainly refers to a person or organization to improve the intrinsic quality, person or organization in the different period of time shown by the connotation of the value degree, generally need twice or three times the assessment shall be completed; The school connotative development evaluation system emphasizes on "connotation" and "development" two aspects of content, be short of one cannot; School connotation development evaluation system is made up of the index system and operating system. The harmony of the two operation to ensure the effectiveness of the whole evaluation system, this will cause the change of concept of education supervision and supervision technology, is bound to bring a breakthrough in the field of assessment of education supervision.
