Along with the enrollment expansion policy, Higher education growing rapidly. However, with the advancing of higher education massification, quality suffered form serious challenges. Denotative development is difficult to meet the needs of talents, higher education and social development, Shifting form quantity to quality has become a new subject after the enrollment expansion of colleges and universities. As a carrier for the implementation of institution, the universities assume major responsibility for maintenance and upgrading the quality of education. While emphasis on quality and connotative development is very important, it is adapt to economic development, so does higher education, it is conducive to promote sustainable developent for higher universities.In this thesis, the author put forward its natural characteristics of the connotative development, and then take quality as the breakthrough point, analysed the key elements which influence quality, focus on positioning, subject, teaching, teacher, culture and resource construction, they are the core issues of connotative development; The second, reviewed and analyzed the typical cases of colleges at home and abroad, then concluded the successful experience; The third, due to the differences between the universities, such as the history, the type, the level, the tesources, the geographical positions and so on, So the path of connotative developent in higher education will not the same, show the diversity and openness, School-running orientation, tradition, development potential, advantages and features are the basis of the choice which path will be selected; Finally, based on the above research, presented some useful advices for different kinds of colleges, It will be good for development of higher education institutions.
