It has been4years since CZT city group was authorized to establish a "national resource-saving and environment-friendly society construction comprehensive supporting reform testing district" by the State Council at the end of2007. After over four years of reformation and development, the city economic integration pace of the Changsha-Zhu-Tan city group has been accelerated day by day. Though the Chang-Zhu-Tan region has gathered nearly all of the top colleges and universities in Hunan Province and most of the sophisticated personnel and large-scale enterprises, the total number is obviously much less than those of the developed provinces such as Guangdong, Zhejiang, Jiangsu. How to make full use of the human resources under the actual situation of limited human resources is the key to improve the construction of the "two-type society". It is definitely hard for the extended development of Chang-Zhu-Tan city group which is characterized by relying solely on the scale enlarging and condition improving to meet the construction needs of the City Group’s "two-oriented society", So we must change the direction of development, and adhere the connotative development path with the characteristics of improving the teaching quality and efficiency in school management, and enhancing the vocational colleges’self-developing capacity.Based on the" resource-saving and environment-friendly" two type society, occupation education development strategy of Chang-Zhu-Tan city clusters was designed as the object of study. Due to the contradiction between talents with high skills in great demand and current Chang-Zhu-Tan occupation school graduates’employment problems, we did more thorough research, including the following three aspects:(1)Elaborate the meaning and construction features of" two type society", and its content. This paper research the connotation of development, connotation of development and extension of development;(2) Analyze the development situation of occupation education in the Changsha-Zhu-Xiangtan city cluster. Under the background of" two type society" in Changsha-Zhu-Xiangtan city cluster this paper study the current contradiction situation of talent demand, and analyze it from the angle of concept of the occupation education, teaching quality, students environment and employment situation.(3) Propose the connotation development measures of occupation education in Chang-Zhu-tan city cluster. We propose the countermeasures study on the connotation of development of occupation education under the background of "two type society" in Changsha-Zhu-Xiangtan. Several actions and suggestions are innovatively presented:adhering to the basic principles of connotation type of development; establishing talent training model by the principle of ". combination of working and learning, cooperation between schools and enterprises "; innovating operation mechanism of vocational colleges, expanding financing channels, constructing the " double type" teaching group, reconstruct and reform two type society vocational education curriculum system.
