After the extension development since 1999-mainly, the development of China's higher education has risen to the internationally recognized popular stage. In 1998 China's total students number of higher education and the gross enrollment rate was only 6.43 million and 9.8% respectively, until 2007 they reach 27 million and 23 percent.With the quick higher educational scale expansion at the same time, contraditions and problems of restriction of educational teaching quality and deep-seated effectiveness are constantly protruding to show. To solve these contraditions and problems, higher education must go on a coordinative road that unifies quantity expansion with quality promotion, that is insisting that connotative development is a leading pattern. Connotative development is the developing whose major driving force and resource are imternal factors, and its development forms mainly are the development of thing inner property, which emphasize scale appropriate, structural optimization, quality promotion and benifit enhance and adaptability strengthens. Therefore, the connotative-development model adapts the needs of higher education reforms, carries forward the quality and level of higher education, which is the reasonable option that realizes higher educational sustainable development. Its realistic basis is: the scale of the development of higher education is affected by economic and social development level, the government input, popular pay capacity, the industrial structure, colleges and universities sponsoring conditions and other factors, objectively it requires the speed and scale of higher education development keep paces with economic and social development level, still an urgent need to solve problems of long-term management system rigid form, imbalance of educational structure, the building of the contingent of teachers, loss of the humanistic spirit, as to enhance the intrinsic quality of higher education, shorten the distances with world education development level. Therefore, the strategic focus of connotative development of higher education, should be based on the following main aspects: Moderate scale development; Optimizing the structure of education; Strengthening teacher construction; Improving the quality security; Focusing on institutional innovation; Revultivating the university spirit.
