After agriculture economy and industry economy, nowadays knowledge economy approaches to human being. Instead of rare material resources, knowledge has become the most important producing factor and the main driver of the increasing economy . Therefore, human resource , as the carrier of knowledge , should be the key motive of social and economic development in a country or a region . At present our government delivered the West Developing Policy. And after studying now and again, many economists demonstrated that the crucial factor in this development is not the material resources, but human resource. The most rewarding way to form and accumulate human capital is to invest in education. Also, most of countries and regions in the world has proved the education can improve the quality of human resource and trigger the economic development.This article is divided into five parts. In part one there is introduction, which includes the research backcloth, literature review, content and the research methods of the article. From Part Two to Part Five lies the body. In Part Two, three concepts human resource, human resource investment and educational investment are introduced. And this article presents the importance of educational investment in forming human resource. In Part Three, this article analyzes the status quo of human resource in the west of china from the perspective of the quality, quantity and productivity.
