Human resources mean the population, within the certain range of time and space ,who can take social and economic activities directly and indirectly, which includes quantity and quality. Human resource exploitation refers to harmonize the quantity and quality to be accustomed to the economic need. One of the most important methods to improve the quality of labor power is to enlarge the educational investment. Education' function is to accelerate the human resource's all- around development, and as a result, we can decide the economic development, so their relationship can be depicted as follows: educationā†'human resourceā†'economic developmentā†'educationā†'.......This is a continuous circle. Their relation not only accords with Marx' ideas about human resource, but also has been confirmed true by the economical history of America, Japan, Germany and Four Asian Little Dragons.Early in ancient times the idea about human resource appeared. From 1990s on, more and more scholars have been concentrating on the human resource theory. With the west development being put forward by the central party, the west human resource exploitation has been paid highest attention. Whether the development is successful or not depends on the reasonable exploitation of not only natural resources but also human resources, because human resource dominates the production process. Owing to historical, natural, social and other factors, the west goes far behind the east, but the most important factor is high quantity and low quality of human resource, whose further reason is problem about education, such as backward education conceptions, insufficient education investment and unreasonable education structure. So in order to solve the problems about human resource in the west, it needs to fetch in persons with high qualities from the short-term point, but for the long-term economic development, it needs to cultivate human resource in the west by enlarging educational investment, implementing educational industrialization, changing the educational mode, to suit the continuous western economic development. Therefore, in this paper, the author analyzes the crucial effect of the human resource exploitation on the economic development and the reason for the west to go behind the east, and then reveal the relationship between education, human resource and economic development, and at last put forward some measures to solve the problems.So the whole structure is developed as follows: firstly, review the research history of the human resource. explain it's definition and characteristics, discriminate it with other related definitions and on the basis bring forward the important status of human resource in the west development. Since it is important, how is it's present status? So in the Chapter Two, the author analyzes the status quo and the reason. One important reason is the educational problems, so in Chapter Three the author illustrates the relationship between them, which is the author's innovation. How to solve the problem? In the Chapter Four, the author advances ideas, which includes: enlarge educational investment, implementing educational industrialization, leading reasonable human resource's flowage.With the high-speed development of economic and continuous innovation of technology, labor power with high qualities is needed to grasp, exert and exploit the new technology, which puts a higher demand on human resource, not only the quantity, but also the quality. At the same time, the economic history of America, Japan and Four Asian Little Dragons have testified that the most important reason for fast economic development is that the government's high attention on education and large educational investment. Therefore, in order to exploit the human resource in the west, it is necessary to innovate the ideas and measures with developing opinions.
