Study On Interior Governance System For Public University In China

Shouldering the responsibility of cultural heritage and preservation, universities aim to cultivate well rounded intellectuals, promote cutting-edge technological research, offer better service towards the society and boost cultural innovation. Compared with other organizations, colleges play an important and irreplaceable role in the modern human society. Public colleges and universities are the main land for China to build the world-class universities; they play the key role in determining the scale, speed, efficiency and quality of higher education. Just like the saying goes that the interior causes are essential parts of the development of everything. As a result, we ought to concentrate on the interior factors of the colleges or universities in order to make it stronger. All in all, the government shall consider the system of interior governance and make it advance. The conclusion could not only help to find out the key to “The Question of Qian”, but also promote the development of the high education. Nowadays, the government has reformed the system and ability of management deeply, especially after the Party of the third Plenary Session of the 18 th CPC Central Committee. So the aim of colleges is trying to rebuild and perfect the whole interior management system which can balance the environment of China. In order to achieve that goal, public universities need to change the interior system from dominating to administrating. What’s more, they also need to make the whole system realistic and modern. After all, that’s the most important object for the public universities right now.This dissertation has been divided into six parts as follows:IntroductionThis part introduces the background and significance of this research which focuses on the interior governance system of Public University, and comb the research results closely related to this study. Based on this, it put forward the research thoughts, methods, and the structure of this dissertation. Meanwhile, it points out the innovation of the dissertation and the deficiency of the research.Chapter I: The Theoretical Foundation and Analytical FrameworkThis chapter theoretically clarify the theoretical basis and basic framework of analysis on interior governance system of public university, which combining the general principles of governance, the theoretical tools for the embedded analysis of the governance system in the Chinese context, and the reform which construct and develop public university in China. On the basis of the core concepts of "University Governance", “Public University”, "Governance System" and so on, which are involved in the specification are defined in this study, this chapter clarify the basic framework of analysis on interior governance system of public university that according to the basic structure of the governance system with Chinese characteristics: “Value-System-Action”.Chapter II: The Value Composition of the Interior Governance System of Public University in ChinaThe positioning of “Value” is an essential question that must be clarified firstly in the construction of any modern social organizations for “Value” is not only related to the significance and mission of the organization, but also to the establishment of the organization’s system structure and regulations. Taking the value composition of the interior governance system of China’s Public university as the analysis object, this chapter sets out from the social value and spiritual value of modern university, and it clear the value position of the public university, which combining the particular regularity of the values of public university under the socialist system with Chinese characteristics. And based on this, it analyzes and reveals the core value orientation of the interior governance system of public university and the value problem to be faced.Chapter III: The Institutional System of the Interior Governance System of the Public University in ChinaIt’s self evident that the system is very important for governance. The effective governance must be depends on stable system structure and effective system supply as the basis, guarantees and motivation. Taking the institutional structure of the interior governance system of China’s Public university as the analysis object, the interior power structure of modern university as the entry point, and on the basis of the ideal system structure that clarify the interior governance system of public universities, this chapter introduce and analysis the current interior political leadership system( in which “ the Responsibility System of University Presidents under the Leadership of the Party Committee ” as the core political leadership system) administrative management system and academic self-management system in public university, meanwhile, reveal the main institutional defects in the current public university interior governance system.Chapter Ⅳ: The Action Mode of the Interior Governance System of the Public university in ChinaFrom the aspect of value orientated to the design and arrangement of the system,eventually is going to settle on the concrete control action. This chapter regards the mode of action of Chinese public university interior management system as the object of analysis and research, from the special aspect of the distinguish between the governance mode of action and traditional administration, combining with the basic principles of self governance, designing and putting forward to the action model with independent action features of public university interior management system, and on the basis of introduction and analysis in current interior of the republic university’s mode of action which regard decision-making, execution, to participation and supervision as core content, to find and analyze the main factor that hinders the efficient movement of interior governance of public universities.Chapter Ⅴ: The Optimal Path of the Interior Governance System of China’s Public UniversityThis chapter bases on the previous discourse analysis, according to the three dimensions of value path, power path and action path, discussing to the specific areas that can be innovated and tried to optimize future the interior governance system of public university in China, then puts forward to relevant policy recommendations.
