Since the turn of the century, the rapid development of social economy and the fierce competition for technology and talents demand our country to accomplish the changes from a large nation to a great power in education and in human resources as soon as possible. Recent years has witnessed the popularization and great progress in higher education in our country. But it should also be noted that there remains a few unsolved internal problems. Take as an example the elimination of administrative management, which has now intensified and become an issue both tertiary education sector and the whole community are concerned about. The elimination of administrative management is a disputable topic, and it cannot be truly realized without multi-party work on it. From a practical point of view, the elimination of administrative management is more of the requirement of the university itself. There are a certain number of universities who have carried out reform with initial progress. Therefore this paper attempts to apply governance theory to explore the elimination of administrative management from the internal governance of the university, thus finding out how to eliminate administrative management fro-n the university itself.There are two main research methods in this paper. They are literature methodology and questionnaire. This paper is divided into five parts. The first part is introduction, including the introduction of the background of the selected topic, the significance of this research and the review of related literatures. The research methods, writing framework employed in this paper and innovative points will also be advanced here. The second part is the elaboration of governance theory and the interior university governance structure. Firstly, it introduces the background of the advancement and the connotation of the governance theory. What’s more, it points out the suitability of the governance theory in interior university governance. Secondly, it expounds the theoretical basis of university governance. Thirdly, it discusses the structure and characteristics of university internal governance in western countries (Britain, America, and Japan) and China. The third part is reasoning analysis. It analyzes the main manifestation, causes and harm of internal administrative management concretely. It proposes that it is imperative to realize the elimination of administrative management of university. The fourth part is empirical case study. It summarizes the measures that universities of different styles explore and adopt to eliminate the administrative management. Besides, it also analyzes and evaluates the common characteristics, positive aspects, shortcomings and so on. The fifth part deals with countermeasures. It advocates that the interior university governance should be reformed and the administrative management should be eliminated. It mainly constructs the general models of interior university governance to help modern universities functions effectively. It proposes that stakeholders should be absorbed to participate in the internal management and fulfill the governance spirit that both "teacher-centered" and "student-oriented" ideals are important. It also puts forward advice such as implementing vocational principal system, standardizing the implementation of educational staff system, involving intermediary organization and market mechanisms in university management, promoting academic democracy management.One of the innovations of this paper is the perspective of study, which introduces the governance theory to the elimination of administrative management in interior university governance. This strengthens the "alignment" of research. The second innovation is research methods. This paper employs theoretical and reasoning analysis as well as case study. The third innovation is that the views concluded from the research are different from former ones. Our predecessors put forward the elimination of administrative management from outside the university, namely the reform of the government. However, this paper proposes that the elimination of administrative management does need the government to promote, but the universities’own exploration can’t be ignored. In particular, the reform of university internal governance structures plays a very important role in the bottom-up elimination of administrative management in the universities.
